The African continent and all of countries in process of development are considered as areas teaching where the private educations are much executed. The education situation is saw under a dichotomous clear and simple or dimension we have public schools and other private schools. In Mali, we have found that the last one is dominant in high school, because the reasons are multiple orders:political, economic and social. In the difference in years1970-1980where the Malian education has suffered from lack of vision in both policy formulation and in the elaboration of strategies because of serious political crisis economics and social which the country was confronted. The years1990-2000have been a major turning point in the design, planning, and pedagogical innovations. This reforms, this managements, and innovations have eventually contributed has the general secondary education who is the subject of our study. Our first research conducted on the existence of writings on private education in Mali we have indeed shown that since the advent of democracy in Mali, private education has been popularized throughout the extent of the territory. But it is finding that Bamako the capital, concentration forte of private schools has been the subject of research. Should we think that interior of the country is virgin of high private schools?"Private education is many absent in rural areas. This system educational is the business of the environment of urban areas...(...) If private education is a good thing why this disparity interests between urban and rural areas?"It is effectively justified to ask this question. Private education calls for the development positive of political, economic, social and cultural of a country, but why it is not offered to all environments, or not the entire population? The socio-economic priorities, policy choices can explain this situation in rural, but they do not legitimize the one hand because the rural environments is inclined to the western education and other parents are not ready financially to this new trend.We find the general idea that motivates this research in the observation made by myself on the situation in Mali is:why Mali needs private schools? What is the relationship between the education and Mali’s economy? How many money does Mali spend to subsidize on her high schools education? How many education opportunities do Mali’s high schools provide her children every year? Are the enrollment rates of rural area different from the urban area? Are the enrollment rates of male students different from female students? And how has it changed in the recent years? What is the per capita income level of Mali? How about the private schools tuition? How many families can afford it? Etc. "The demography of Mali, like many west Africa countries, knows a lot faster growth than those basic infrastructures. Moreover, the recruitment of teaching staff although necessary is still subject to the requirements of structural adjustment programs. Inadequate infrastructure and teaching staff added to the lack of school furniture and teaching materials, and then the Public attention was attracted, private education equal success, which was less thorough and somewhat paradoxically followed. Thus little is known about the reality of private education and its effects in a predominantly rural country and whose percentage rate of private education is enough low. And it is still interesting to focus in the fundamental question of privatization for example the mechanisms of purchasing power of families".Finally, given that the understanding of a phenomenon such as private education is an open process in Mali. It is important that research must be able to enrich of constant way, policies and practices decision makers. We hope that through this study on private education in Mali, we enrich the policy and practice by providing a new light.Finally, we hope that this analysis will provide critical decision-makers, the development partners and practitioners, to understand that the education deprives is a reality in the country. In this fact we have need to show through this research her impact economic, political and social plan through the state.
