Rural Scientific And Technological Personnel Education And Training In The Existing Problems And Countermeasures Research

China is a agricultural country with a large population. With the deepening of reforming and opening, the industrialization and modernization are speeding up, which reveals factors restricting the development of modern countryside, the increase of farmers’ income and the development of the countryside and the city as a whole. Looking at other countries’experience, we can conclude that there is a need to develop agriculture through science and technology.In the process of the world’s industrialization, many countries have been speeding up the industrialization through farmers’ training and education, which contributes to a more powerful and competitive nation. In China, the significant assignment raised in the16th conference of the Party is constructing the New Socialist Countryside. And in the17th CPC National Congress stressed the significance of fostering a new type of farmers equipped with skills, technology and management skills, who will play a key role in building a new countryside. In a word, carrying out training and education in the countryside is the key to improving the new farmers’ quality, building a well-off society and constructing a harmonious society; carrying out training and education is also a significant measure to construct a new socialist countryside, and develop rural economy.My paper will briefly introduce research trends of countryside training and education across the world. And it covers the relative research background information research thought, research approaches and some potential creative ideas. It explains what rural technological persons are like, and analyzes the present situation of the countryside training and education in Changde city, on which basis to introduce the principle, the goals and suggestions on Changed farmers’ training and education. The suggestions are as follows. First, make and perfect some relative laws and regulations. Second, build a healthy security funding system. Third, build an evaluation system. Fourth, set up a sounding training system and a suitable training mode. Fifth, consummate training content, and pay special attention to the training’s systematicness, effectiveness and timeliness.
