With the rapid development of economic and social development,the important role of talents has become increasingly prominent.As an underdeveloped province in the west,Guizhou has implemented the regional science and technology innovation strategy led by big data since 2014.Through active planning of talent development ideas,talents have been positioned as a key resource to promote the transformation and development of Guizhou Province.In recent years,Guizhou Province has strengthened the construction of scientific and technological personnel,and the level of construction of scientific and technological personnel has reached a new level,providing strong intellectual support for the economic and social development of the province.This paper takes the scientific and technological talent team of Guizhou Province as the research object,through the use of rich domestic and foreign talent-related theories and practical experience,to find out the current difficulties and problems in the construction of the scientific and technological talent team in Guizhou Province,analyze the reasons and put forward countermeasures and suggestions.,Has a strong theoretical and practical significance.This article is mainly divided into six parts.The first part mainly introduces the overall conception of thesis writing,the significance of the research background,the research methods used,and the current research status at home and abroad.The second part mainly introduces the concepts of the main research objects of the thesis and the research theories used.It focuses on defining the core concepts of scientific and technological talents,scientific and technological talents,and the construction of the scientific and technological talents team that are studied in this article,and expounds the talent motivation theory and talent flow theory used.The third part is mainly to analyze the status quo of scientific and technological talents and the construction of scientific and technological talents in Guizhou Province,using data analysis,questionnaires,interviews and other methods to analyze the current status of scientific and technological human resources in Guizhou Province,the current situation of scientific and technological talents,and the current situation of construction of scientific and technological talents.And elaborate.The fourth part explains the current problems in the construction of the scientific and technological talent team in Guizhou from four aspects: insufficient talents,insufficient competitiveness of talent support policies,insufficient talent cultivation,and frequent occurrences of talent loss.It also explains the current problems in the construction of the scientific and technological talent team in Guizhou.The reasons for the untimely update of the talent support policy,insufficient investment in special funds for scientific and technological talents,and weak talent incentives and guarantees were analyzed in depth.The fifth part is countermeasures and suggestions.Proposed optimization and improvement suggestions in four aspects: strengthening the supply of talents,updating and perfecting the talent policy system,increasing financial investment,and vigorously creating a talent priority development environment,hoping to make application contributions to Guizhou's implementation of catching up and building an innovative province.
