It is known to all that science and technology plays an important role in developing a nation, and even the whole society. Since the central force to promote scientific and technological progress is talents, the Communist Party of China has been paid close attention to the matter of cultivating and constructing the high-tech innovative talents. There are many factors that influence the growing of high-tech innovative talents, among which the national scientific and technological personnel policy is definitely one of the most important factors. Although studies of scientific and technological personnel policy and the growth law of innovative talents of science and technology has continuously grown at present, few of them carry on the relationship between the both. And fewer of them investigate the effectiveness of scientific and technological personnel policy through the analysis of typical cases. At the beginning of the reform and opening up, China’s science and technology suffered great loss during the "cultural revolution" period. At that time, scientific research was almost stagnant, and talents of science and technology suffered severe damage. After the reform and opening up, with the recovery and reconstruction of the party’s scientific and technological personnel policy, the number of scientific talents has increased constantly in China. The senior scientists grew up in this period (aged 80 or above, achieved breakthrough achievements of two academicians or other science and technology workers) is the typical representatives of this period.Combined with the academic experiences of the senior scientists, exploring the effect of policy of scientific and technological personnel on the growth of talents, to examine the effect of the Communist Party of China science and technology talent policy, in order to provide beneficial reference to the cultivation of innovative talents.Regarding the senior scientists’academic experiences as the typical cases, this article combines with the party and the government’s a series of measures on science and technology talent training in 1977-1992, and analyzes these measures on the impact of the old scientist academic growth and gets some revelations of the innovative talent training. The article is divided into five chapters. Chapter One mainly introduces the background and significance of research on the topic, evaluates the related research results, and defines the related concepts. Chapter Two introduces the background of China’s scientific and technological personnel policy during this period. In another word, the scientists’growth and the national related policies are influenced by the development of the country’s environment and social environment in our country. Chapter Three mainly tidies and analyzes the policies of the Party in the period of 1977 to 1992. It deals with the policies of cultivation, stimulation, application and management of talents. Based on the analysis, the changes of policies on talents will be reflected. Combined with the old scientists’academic experience, Chapter Four analyzes the Party’s policies’influences on the life and work of the senior scientists as well as the function of the academic growing up. The last chapter is the conclusive and thinking part of this article. It makes comments on the Party’s policies of the scientific and technological personnel during this period. Meanwhile, it offers some constructive suggestions on promoting the cultivation of innovative talents in the aspect of scientific and technological personnel policies.
