The scientific and technological achievement is the important achievements of science and technology talents,whether it can be transformed has something to do with transforming science and technology into productive forces,promoting the development of enterprises and the local economy,and it is also one of the important standards of performance for science and technology talents.Scientific and technological achievements mainly comes from institutions of colleges and universities,scientific research institutes and enterprises,but as one of the main force of transformation of scientific and technological achievements,when they evaluate the performance of science and technology talents,few of the institutions of colleges and universities consider the transformation of scientific and technological achievements,although which is an important index.Colleges and universities focus on the number of accumulation of scientific and technological achievements,ignore the important position of the performance of transformation of scientific and technological achievements in the evaluation system.Taking some indexes of the transformation of scientific and technological achievements into the performance evaluation system of the scientific and technological talents,building a performance evaluation system of scientific and technological talents in colleges and universities which is based on the transformation of scientific and technological achievements,can be more scientific and reasonable to evaluate science and technology talents,and lead the scientific and technological talents to focus on the transformation of scientific and technological achievements.Focusing on the number of scientific and technological achievements,at the same time,paying more attention to the practicability of scientific and technological achievements,can promote the transformation of scientific and technological achievements in the end.Based on the transformation of scientific and technological achievements,the performance evaluation system of scientific and technological talents in colleges and universities is not completely deny the current performance evaluation system.Firstly,we investigate the status quo of the existing evaluation system in colleges and universities in Shenyang and analyze the existing problems,and then collect the evaluation indexes which combined with the related literature,and form a questionnaire.We send the questionnaires to a team of experts,and invite them to answer it.We collect and analyze their feedback,and form a second questionnaire.We send them their feedback and invite them to answer the second questionnaire.We collect and analyze their second feedback,and use the Delphi method to analyze the data of two round of the results.Eventually "project completion","the number of papers cited","economic efficiency" and "social benefits" several indexes which are chosen from the analysis are added to the scientific and technological personnel performance evaluation system of science and technology talents in colleges and universities.Secondly,make sure the weight.Using the analytic hierarchy process(AHP)to calculate the judgment matrixes of pairwise comparison among indexes,which are given by the an expert.Thirdly,we build a complete performance evaluation system model of scientific and technological talents in colleges and universities,and the weighted sum is the way of calculating the score.Finally,we take the science and technology talents in colleges and universities in Shenyang as an example to analyze,and find that indicators of transformation of scientific and technological achievements have effect on the performance evaluation of science and technology talents.Based on the results,we give some reasonable suggestions at the end of the paper.
