In recent years,more and more countries around the world rely on knowledge to achieve economic growth and improve the competitiveness of the global market,science and technology not only has become an important driving force for national development and growth,and has been an essential conditions for countries who want survive in the fierce competition in the world.Scientific and technological S&T for short)talents are the core of national S&T innovation,the most valuable resources of a country or region,and the development level of S&T talents has the most direct impact on the economic development and social progress of the country or region.In order to give full play to the S&T talents of innovation,promote S&T revolution,develop the innovative economy and seize the commanding heights of a new round of development,we must pay more attention to the S&T talents.Therefore,it is very important for Jiangsu Province,which has always attached great importance to S&T talents,to comprehensively analyze the impact of S&T talents on the output of S&T innovation.This paper uses canonical correlation analysis method,AHP method and TOPSIS method to evaluate the influence of S&T talents level on the S&T innovation output in Jiangsu Province,and the comprehensive level of S&T talents and S&T innovation output has also been discussed.First of all,this paper describes the current situation of S&T talents and S&T innovation output in Jiangsu Province,and analyzes the distribution pattern of S&T talents in Jiangsu province by Lorenz curve.Then we set up the index system of S&T talents level and S&T innovation based on the analysis of the previous literature.S&T talents level index system includes 2 first level indicators:the content of S&T talents and the funding support;5 level two indexes:number of R&D employees per ten thousand employees,the proportion of R&D staff in enterprise employees;the proportion of R&D expenditure in GDP of the whole society,the proportion of government funding for science and technology in whole expenditure,the proportion of enterprise R&D funds in sales revenue.S&T innovation index system includes 2 first level indicators:economic achievements and technological achievements;5 level two indexes:high tech industry output value,the proportion of the output value of high tech industry in the industrial output above designated size,the proportion of the export delivery value of high-tech industry in total output value,number of patent applications per 100 thousand population,number of patent license per 100 thousand population.In the empirical stage,we used the method of canonical correlation to analysis the relationship between the S&T talents level and S&T innovation output,found that S&T talents level has a significant impact on the output of S&T innovation,and the whole society R&D expenditure,the number of R&D personnel and the government S&T funds has a positive role in promoting S&T innovation output.Then we used the AHP method to determine the index weight,the TOPSIS method to analysis the comprehensive level of S&T talents and S&T innovation output in 13 cities of Jiangsu province.Finally,we discussed the regional disparities and the causes of the differences.According to the above research,this paper proposes three suggestions:increase government investment,create a good environment for the development of S&T talents and establish a scientific incentive mechanism and security mechanism for S&T talents,hoping to provide a reference for Jiangsu province and other areas to raise the level of S&T talents and S&T innovation output.
