In the era of knowledge economy, innovation has become the theme of the times. The one’s competitiveness level, the competitiveness of enterprises and the comprehensive national strength and international competitiveness of the country’s strength are closely related to the level of innovation. Innovation has become a requirement of the times. Talented person is the key to innovation. The development of talent depends on education. With the rapid economic development in China, education reform has also been pushing. In expanding expansion of education at the same time, we must also focus on improving the quality of education.In the current, the post-90s have become the main part of the students in college. They are the force in the future of economic development. They are the main force of the future nation-building. They are the driving force of social progress. In recent years, on the one hand the college enrollment leads to employment continued to increase. On the other hand the quality of education and social development can not be the same rail. The two reasons lead to the post-90s facing employment problems frequently, employment pressure getting bigger and bigger. So the social question that the post-90s have their big dream but lack of social adaptabilities. Today is the era of knowledge economy. Society has higher quality requirements for talent and knowledge. The post-90s want to receive high levels of education then they must have the ability to innovation. Only to improve their research and innovation capability, they can truly meet the standard of education training and the requirement for social progress. Researching and innovation capacity is a comprehensive ability. So how do we accurate the standard to evaluate the research and innovation capacity of students. It is important to help them recognize their own shortcomings and enhance the innovation ability.On the basis of domestic and foreign relevant research, we propose the theme of this paper------Evaluation of the research and innovation capability about the post-90s university students at the school. The first part of the article describes the general structure, the research background, significance and method. The second part describes the main concepts, as well as an overview of the scientific research and innovation capability and comprehensive evaluation method. The third part is the construction of innovation ability evaluation index system. Firstly, it introduced principles and procedures of the Index System. Then it initially constructs the index system of the evaluation of research and innovation ability. Referring to the research results, the studies finally determine the index system about the evaluation of the research and innovation capability. It includes 4 level indicators and 17 secondary indicators. It also gives a detailed interpretation of the various indicators. Basing on the establishment of indicators system, the article determines the rating scale of the research and innovation capability about the post-90s university students at the school. The fourth part is to build 90 students innovation ability evaluation model. It describes how to calculate index weights and steps of computing the comprehensive evaluation model in detail. And it establishes the comprehensive evaluation model. The fifth chapter is the empirical study. Then the article analyses factor analysis and reliability and validity of the survey results by SPSS 19.0 statistical software. After that it also determines the dimensions the weights of the index system and specific indicators. Finally, the article builds the index weight system of the evaluation about scientific research and innovation. Based on the comprehensive evaluation model, it gives overall score and scores for individual dimensions. Research indicates that innovation ability of the post-90s is not optimistic. It will be further strengthened. For empirical analysis, the researcher gives recommendations accordingly. At last, it summarizes the main conclusions of the study and for lack of the article, puts forward the prospects for further research.
