With the rapid economic development and increasingly fierce international competition,it is increasingly reflected in the competition in high-tech and scientific and technological innovation.All countries are continuously accelerating the reform of the national scientific and technological innovation system in order to improve the competitiveness of science and technology and ensure that International competition can occupy a dominant position.As the backbone and main component of the national science and technology innovation system,colleges and universities are not only the bases for the dissemination of knowledge,innovation,technological innovation and high-level talents,but also the key force for the rapid development of national science and technology innovation.They have played a role in the technological innovation process.The very important role has promoted the stable development of economic construction and the rapid progress of society.Therefore,to conduct an effective investigation of the state of science and technology innovation capability of universities in our country and to discuss in depth the important factors affecting university science and technology innovation capability will be conducive to the government and other relevant departments to formulate related science and technology policies,and to upgrade China’s scientific and technological innovation level and comprehensive national strength.Based on the concept connotation and related theory research and current situation analysis of the science and technology innovation ability of colleges and universities,the article has initially designed the evaluation index system of science and technology innovation ability in colleges and universities based on the principle of scientificity and rationality.In order to ensure the accuracy and rationality of the index system design,the PLS structural equation model was used to test its feasibility.Finally,a set of indicators including five basic dimensions of scientific and technological innovation capabilities,input capabilities,output capabilities,results conversion capabilities,and cooperation capabilities was established.system.Then,31 provinces(autonomous regions,municipalities directly under the central government)in mainland China were selected as the evaluation targets,and the statistical data of the "Statistical Statistics of Colleges and Universities in 2008-2016" was selected to use the improved "horizontal and vertical direction" method and the weighted TOPSIS method.,A dynamic and comprehensive analysis of the scientific and technological innovation capabilities of universities and colleges in 31 provinces and cities in China.Finally,through vertical and horizontal comparative analysis to explore the weak links of scientific and technological innovation ability of colleges and universities,find problems,and give corresponding countermeasures to provide scientific and powerful basis for the development of university science and technology innovation policy,promote the self-development of colleges and universities,improve scientific research and innovation system,Further improve scientific and technological innovation capabilities and national competitiveness.
