In recent years, with the development of China’s basic education reform, especially the implementation of a new round curriculum reform, the concept of "teachers participate" was deeply accepted. As the main body of education reform and dominant force, every education reform ultimately relies on teachers to perform. To master the related factors of teachers participate in education reform and establish an effective promoting system of teachers participate in education reform are the keys to the success of education reform.To understand the current status of primary and secondary school teachers participate in education reform, the paper, firstly, sorted out research on teachers and teachers as the main body of the people who participate in education reform in current academia, and focused on the content-analysis of teachers participate in the education reform. Secondly, compiled the Questionnaire of Primary and Secondary School Teachers Participate in Education Reform, adopted the stratified random sampling method, gave out more than900copies of questionnaires; then, the collected data were analyzed by SPSS software to get further current status and willingness of teachers participate in education reform. Finally, the paper explored the main factors influencing teachers participate in education reform through questionnaire analysis, and put forwards effective suggestions and solutions to problems in five dimensions, i.e. teachers participate in teachers’ organization, scientific research, school management and education policy, and teachers guide the public to participate in education reform.The paper tried to construct’ from the inside to the outside mechanism’ of teachers participate in education reform to achieve goals after research. Established teachers coordinate mechanism and teachers independence mechanism with teachers as the main body on the micro-level, including role transformation mechanism, behavior transformation mechanism, upward communication mechanism, external communication mechanism, public opinion expression mechanism, and teachers independence mechanism which composed of teachers’ self-development, professional guidance and off-campus service system; On the middle-level, focused on teachers’ participation in school management mechanism which was organized and built by school, involving school democratic management mechanism and school-based resource sharing mechanism; Finally, risen to the macro level, i.e. the social mechanism built by the government, social organizations and various departments, including intention expression mechanism, demands understanding mechanism, safeguard mechanism and incentive mechanism, etc. The mechanism circle of teachers participate in education reform, which strived to promote primary and secondary school teachers participate in education reform from multiple level and all aspects, was constructed from micro level to middle level, and then risen to the macro level.
