In the new stage of economic transformation and social development, the innovation as a strategic elements about national development,as attract the unprecedented attention, however, scientific and technological innovation education in primary and secondary school is not ideal.Scientific and technological innovation education in primary and secondary school has A lot of problems, such as teachers participate is not high, lack of interaction between teachers and students and so on,that has impact on the development of Scientific and technological innovation education in primary and secondary school. Therefore, further study to the Scientific and technological innovation education in primary and secondary school is very important,It is a problem to be solved how to improve the participate intention about the Scientific and technological innovation education in primary and secondary school. The research was expanded on the basis of two theories: structural equation model and the theory of planned behavior.Referring and analysis predecessors' research results,The four main factors including the behavioral attitude, subjective, external control and internal control were selected and research hypotheses were proposed according to the logical relations between the variables, then the theoretical model of this paper was constructed. We chose the Shenzhen teachers about science and technology innovation education in primary and secondary schools as the object of the study, designed the questionnaire and collected data we need.By using the statistical software, the structural equation model was tested and modified. Finally, put forward the corresponding policy recommendations on the basis of results. The empirical results show that:(1)the behavioral attitude has a significant positive impact on the participate intention about the Scientific and technologicalinnovation education in primary and secondary school.(2)Subjective norms has a significant positive impact on the participate intention about the Scientific and technological innovation education in primary and secondary school.(3)The internal control has a significant positive impact on the participate intention about the Scientific and technological innovation education in primary and secondary school.(4)The external control has a significant positive impact on the participate intention about the Scientific and technological innovation education in primary and secondary school. The innovative point of the paper is that:(1)the research scope. At present, the study of science and technology innovation education focused on college students, ignoring the study on student in the primary and secondary schools, the range about the research on the science and technology innovation in primary and secondary school is too wide, about the participate intention about the Shenzhen Scientific and technological innovation education in primary and secondary school is still in the blank.(2)The research object. At present, the research on the science and technology innovation education in primary and secondary schools, mainly select the scientific and technological innovation ability about primary and secondary schools as the research object,it is the first time that the study will select the participate intention as the research object.(3)The research method. At present, the study on the science and technology innovation education is largely based on the present study, the study combine the empirical research and normative research methods to analyze and research, the research on the participate intention about science and technology innovation education based on the structural equation model is the first time.
