Education is the foundation of a country’s future development, education reform is to keep the development of education an important means of keep up with the social development. Merit pay system reform in primary and secondary school, is to reform itself to promote the development of education, to adapt to the changes in modern society. Since the performance salary reform of primary and secondary schools in recent years, can see the reality of the achievements, but there are also many problems. In this paper, through theoretical and practical analysis of the performance-based pay of primary and secondary schools, the implementation of the macro system and reality combine, make the present situation and problems of the performance salary system of primary and secondary schools to present clearly. Here are the main thinking of writing this article and the main content is the detailed introduction.First of all is the primary and secondary school education for a comb, the history of the wage system of making the history of the modern salary system of primary and secondary schools can clearly present. This history mainly including the several stages, namely, wage system, the new wage post grades, stages of technical grade wage system and post performance-related pay. At the same time analysis the historical experience of China’s wage system for primary and secondary school education. Followed by the performance salary reform of primary and secondary schools of theory and realistic basis to compare the clear introduction. Theory introduces the theory of five popular at home and abroad, including: the expectancy theory, equity theory, goal setting theory, demand hierarchy theory and the theory of behaviorism. Officially based on the reality and theoretical basis, our country is in the moment to push forward the reform of the performance salary system of primary and secondary schools.
