With the gradual flowering of the digital information technology and the quick developing of new media in China, people have changed their living and working way tremendously. Students in college are being deeply influenced by the new media as one of the most active audiences. Educators in colleges have realized that the ideological and political education must occupy the position of the new media. However, the dominant education is still reigning in college ideological and political education and it is inevitable rejected by students. Compared with the dominant education, the recessive education has special superiority that it can greatly meet the psychological demand of equality of college students and it can also obtain more effective education effects. Applying the recessive education theory to ideological and political education is defined as recessive ideological and political education by academic circles in our country. With correct understanding of the new media and grasping the features of new media information dissemination, we are able to use the new media to give college students recessive ideological and political education unconsciously; with using and developing the unique advantages of new media and recessive education, we are able to exploit new room of ideological and political education and explore new methods as well.This thesis is divided into three parts, which includes introduction, text and epilogue and it is also divided into four chapters. In the first chapter, it introduces the research background and significance, research objectives and content, and classified a brief summary of the results of previous studies. In the second chapter it first learns from the results of previous studies to define the concept of new media and recessive ideological and political education. It also summarizes the essential characteristics of the new media and the characteristics of the new media environment and introduces three kinds of new media which are the new media Internet, new mobile media and digital television new media. Then, according to the characteristics of the recessive education, it compares the recessive ideological and political education with the dominant ideological and political education to highlight the unique advantages of the recessive ideological and political education. On this basis it analyzes both positive and negative effects of new media to college recessive ideological and political education. In the third chapter, it summarizes the trend of new media developing, and analyzes the impact of new media on college students; it also analyzes the combination of ideological and political education and the new media. It claims that using new media to carry out the recessive college ideological and political education work is the inevitable result of the development of the times. It also analyzes the feasibility of new media used in recessive ideological and political education in colleges form two aspects. First, according to the propagation characteristics of the new media, it claims that new media is concealment in providing and disseminating information, instructive in coordinating behavior and purposeful in satisfying entertainments. It also determines the recessive educational function of new media and then determines the ideological and political education function of new media according to the content, purpose and procedures of ideological and political education. Second, from the carrier perspective, it puts forward that the new media has four essential principles of the recessive ideological and political education carrier. Its virtuality, over-timeliness, personification and extensiveness are inherent unity with recessive ideological and political education’s concealment, flexibility, autonomy and permeability. So using the new media as a carrier to carry out the recessive ideological and political education is able to enhance its effectiveness. In the fourth chapter, it states that using new media to carry out the college recessive ideological and political education should adhere to the principle of potential, dynamic, diversity, selectivity and equality. It needs to carry out the specific approach and supportable methods of new media using in college recessive ideological and political education from different types.
