The Recessive Ideological and Political Education is relative to the Dominant Ideological and Political Education, that is, educators achieve the ultimate goal of ideological and political education by not revealing the purpose of their education in order to change the passive situation of educatees on the basis of comprehending the connotation of ideological and political education well. Under the domination of educatees'independence consciousness, their characters of being educated are trivialized and they accept the content of ideological and political education easily. The former Soviet Union educator B·A·Cyxomjnhcknn said, the more concealed of the education purpose, the more acceptable, then it is more easy to convert into the inner requirements of educatees. Thus, it can be seen that the Recessive Ideological and Political Education could achieve remarkable results.Universities in our country are confronted with problems of how to further strengthen the substantial result of ideological and political education, social functions and social values. To solve these problems, universities should change their concepts and explore new measures on their Ideological and Political Education. Since foreign countries accord great importance to the Recessive Ideological and Political Education, we should also need to keep on studying it to guide our future practice and enhance the effect of education by revealing the inner characters and its mechanism of action.According to Marxist Theory, this article is written by comparative studies, integrate theory with practice and analysis by synthesis method to fulfill the needs above. By introducing the connotation of the Recessive Ideological and Political Education, this article was to clear its meaning, characteristics, functions and basis firstly. Secondly, it has introduced the valuable experiences of developing the Recessive Ideological and Political Education home and abroad. Thirdly, it summarizes the discussions of scholars of our country and points out the necessary of develop the Recessive Ideological and Political Education in universities, it obeys rules of moral education of college students. It is not only the need of social development, innovation of universities, but also the need of college students'growth. Finally, suggestions were given in two aspects which are materialized and non-materialized consideration, including college environmental infrastructure, as well as cultural construction. Meanwhile, this article offers an innovative proposal according to the cognitive psychology theory on how to take full advantage of the inner learning ability of students to educate them well. The article is designed to elaborate the rationality and necessity of conducting the Recessive Ideological and Political Education in university; it gives suggestions on practice at the same time, hence it helps to make a greater progress on developing the Recessive Ideological and Political Education in our country.
