With the establishment of the rule of law, the deepening of the modern university systemand further expansion of higher school for social autonomy, the statutes of the university haveattracted more and more attentions. This paper selects three typical university charters to have acomparative study in Guangdong, Hong Kong and Taiwan. Guangdong University of ForeignStudies is the earliest university that established the first university charter in Guangdong, at thesame time; the University Charter of Guangdong University of Foreign Studies is introduced thefirst statute of the universities in China. University of Hong Kong Ordinance system and theNational Taiwan University law have a long history, have accumulated a wealth of experience, arelatively complete system development, and have attracted the world’s attention. As an integralpart of the People ’s Republic of China, Hong Kong, Taiwan and China share the same root, thesame strain, has a similar cultural background and social attitudes and the Mainland, whichmakes three feasible. Analysis of the similarities and differences of education legal system, theircultural background, to establish and perfect the mainland university statute system, Based onthe comparative analysis to get some inspiration, to establish and perfect suggestions, thestatutes of the university system: one is the university statutes must have clear sources; two isthe university charter must be authoritative and comprehensive university; three is the articles ofassociation must independently by University; four is the university charter must be clear ofuniversity governance structure, has very important significance to promote the healthydevelopment of the mainland university.
