The university charter is the basic document of the university's operation and development.It is an important part of the construction of modern university system,which makes normative interpretation on the basic problems such as the purpose of the university and the internal and external relations.With pushing forward the goal of construction of "Double Word-class",state,local governments and universities are considering about the implementation plan for the construction path of construction of"Double Word-class".Obviously,World-class university has the first-class management,and the university charter is an indispensable important element in first-class university governance system,no matter from the dimension of theoretical or practical level,university charter should become the essential connotation of the construction of "Double Word-class" in China.Since declaring martial law ended,higher education in Taiwan gradually restores vigor and vitality with "University Act" amending.Inheriting the characteristics of education in the period of the Republic of China,it actively explores the mode of"university autonomy" and forms the unique university charter.The study uses literature method,historical method,case study method and comparative research,comprehensive combing the history and present situation of university charter of Taiwan,analyzing implication of the university governance,and systematically summing up the value reflected,all of this can provide enlightenment for the construction of the university charter and the innovation of the modern university system.There are four parts of this study,not including the introduction and conclusion.The first part is the historical evolution of the university charter of Taiwan.With tortuous development of Taiwan's higher education,university charter reflects the characteristics of higher education in Taiwan each time period,showing distinct characteristics in every stage.According to the major historical events in installment,it can be divided into four stages,including "Japan-ruled period","national government period”,“martial law period" and "martial law ended period".This part mainly analyzes the function of university charter in different historical periods.The second part is the interpretation of the current situation of the university charter of Taiwan.This part analyzes the integrity through the case,respectively from legal basis,formation mechanism,text content of university charter.On the basis of law,this study mainly discusses the legal origin and nature,legal status and system of the university charter in Taiwan.In formation mechanism,this study mainly analyzes the main body and the basis,the procedure and the revision procedure of the university charter.In terms of textual content,the study analyzes the textual structure of the constitution of the university and the system of the internal governance of universities,and restoring the focus of the constitution of the university.The third part is the governance implication of the university charter of Taiwan.The analysis of the governance implications of university charter of Taiwan is the key to accurately grasp the governance of modern universities in Taiwan.This part mainly analyzes university governance by university,summarizing the university spirit and value implication of the university charter,including academic standard:the value pursuit of both academic and services;Multi-participation:the decision-making system of horizontal and vertical integration;Clear structure:clear academic and administrative structure;Feedback unimpeded:the guarantee system of the combination of appeal and review.The fourth part is the instructive enlightenment of the university charter of Taiwan.The construction of the university charter is a dynamic and continuous process.purpose of this study is to analyze the value of the university charter of Taiwan in order to provide enlightenment for the construction of the university charter in mainland China.Through the above analysis and induction,this part sums up some conclusions,and draw lessons from the beneficial experience of university charter of Taiwan,including clarifying its own and social value,improving the decision-making and guarantee system of multi-party participation,restricting academic and administrative power of all levels,and complete the system of complaints and supervision of teachers and students' feedback.
