The allocation of academic resources is an important part of the modern university system. Due to limited input from the governments, academic resources will need to be configured through policy guidance and management measures.Since academic resources benefit the further development of faculty, the academic organizations and faculty members try to get more academic resources to fight for their own benefit in the academic resource allocation process. To balance the reasonable needs of the various stakeholders in academic resources requires a more specific understanding of the power game between the various stakeholders to identify the equilibrium point of the power game.This research focuses on the whole process of the project establishment in the university. After the analysis on universities subject system literature, the author find that the university-level project establishment systems have "vague space", which is mainly reflected in university-level project establishment system contradicting each other and decentralized, the lack of project evaluation expert power system, the lack of relief system, and the information asymmetry between project management department and subject reporter. Vague definition of the regulations as well as different interpretations as a result of different personal interests have left a huge space for the operation, which creates the institutional conditions for the powers of non-institutional game strategies.Personal interest of university-level project establishment is the driving force of the power game strategy selection. Based on the stakeholder theory, the main stakeholders in the process of project establishment are the evaluation experts, the projects candidates, the projects management department, and the university principals (on behalf of other administers) and college leaders. In these stakeholders, the evaluation experts, the projects candidates and the projects management department are considered to be the most important stakeholders. Since the requirement of different stakeholders in the process of project establishment is not single but rather complicated, the project establishment results can not meet all the requirements of each stakeholder. Therefore, they will certainly take different game strategies.Vague system and benefits result in the fight for non-institutionally expanding their personal power between stakeholders using the power game action that is most beneficial to them. Each stakeholder in the process of project establishment will choose the game strategies of planned distribution, administrative interference, impression management, conspiracy, defensive behavior, and complaint, as the result of low efficiency in the allocation of project resources. After the analysis of these game modes, it is implied that only "cooperation" can achieve a win-win situation for various stakeholders. This requires clarifying the powers and limits of the power during project establishment, bettering the system of project establishment and enhancing relations of cooperation among different Participants.
