With the development of knowledge economy, science and technology,and fierce competition, technology has become the most important element in the corecompetitiveness of a nation and an enterprise. The competition for technologicalinnovation is essentially a competition for talents. Knowledge-based talents with theirexpertise in science and technology are always at the forefront of creating and utilizingknowledge and adding value to it. Therefore, these talents have always been the key toforming and developing competitiveness of the enterprise and the pearls of humanresources management. It has been a challenge for enterprises to reduce the numberand chances of brain drain.In this paper, the state-owned enterprises ST Pharmaceutical company, forexample the study. Knowledge-based brain drain in the pharmaceutical industry inChina is very serious, the ST no exception. The loss of a knowledge-based talent lossof human capital means that the company, or even give the company survival anddevelopment have a huge impact. This article analyzes the special ST company and theloss of human capital (ie, knowledge-based talent) the status quo, from which sumaffect its reasons for the loss, and made more feasible countermeasures, hoping to helpreduce ST’s knowledge-based brain drain to seek development in the fierce marketcompetition, and also want to play the role of learn from other state-owned enterprisesin talent management.
