In the field of e-Learning, a large number of academics and practitioners areexploring how Web2.0model can applied to e-Learning, and e-Learning2.0came intobeing. The core of e-Learning2.0is to explore the use of the user interaction andexchange of knowledge dissemination structural advantages, named UGC model,which is the core of Web2.0, to change the one-way transfer of knowledge intraditional e-Learning1.0. Also change the situation in e-Learning1.0that users andfunction modules are relatively independent. Promoting the development ofknowledge between individuals and groups, and ultimately achieve the goal ofeffective learning and innovative learning. However, as so far, no design frameworkhas been put forward as an effective way to be the design guidelines.First,This paper analyzes the effective learning standards of network environment,and point out the main obstacles of e-learning platform currently by case studies andresearch. According to the characteristics of learners under the network environment,this paper analysis the needs of e-Learning platform based on the research ofSociology, Pedagogic and psychology. Finally, put forward the design frame of"Who-What-Why-How" using UGC model into e-learning platform design, andstimulating e-Learning achieve better learning efficiency.The innovation of this paper is has proposed "User-Content-Motive-Mechanism"based UGC design framework, and proved the effectiveness by practiced into DesignEngine projects.
