Study On The Comprehensive Evaluation Of Competency Of Marine Technology Graduates

According to IMO for global maritime accident statistics, analysis the human element is the main factors of maritime accident. As the maritime industry real practitioners, maritime security key factors in each link, the crew’s competency is closely related to maritime security. In order to develop the crew market effectively, Meet the requirements of the international conventions and domestic regulations, Establish the crew competency evaluation system which taking account of demanding for shippings and evaluate the crew, will further improve the overall level of international maritime security, and promote the development of the crew education and training and international crew ability of the service.This paper focuses on the subject of Marine technology graduates and study the evaluation of competency. At first, analyze the domestic and foreign research situation, determine the study focus and direction, analysis the changes in the relevant convention, regulations and PSC inspection and so on, the conclusion of the main factors in marine technology graduates competency and analyzes them. Then according to the principles of selection for the evaluation index, appling Delphi method of the index, establish a scientific and overall marine technology graduates competency evaluation index system, and using Analytic Hierarchy Process (AHP) to calculate the weight of each index. Finally use the Fuzzy Comprehensive Evaluation(FCE) to establish the navigation technology graduates competency evaluation model,Then we do realistic test on navigation technology graduates,The results fittinging with the actual situation of the graduates, showing that the model can reflect the actual competency ability of graduates.This paper can offer some references for crew competency certificate issued by the maritime agent, maritime college to improve the quality of crew training and shipping companies to hire crew,etc.
