"Vocational Education Law of the People’s Republic of China" is clearly stated:" Vocational education is an important component of the State education, and it is an important way of promoting economic and social development and employment." Different from the general education, it is for the purpose of training the middle and high skilled personnel, production line technical workers, and most closely associated with the local economy education. Currently, Mianyang is speeding up the adjustment of industrial structure,strive to promote scientific city construction, Construction of a large number of key industrial projects have been completed. These projects cannot be separated from the personnel support, especially large numbers of skilled workers support, As the main provider of vocational education training local skilled personnel,it is faced with good opportunities and challenges. For the propertyof this quasi-public vocational education product, its development needs strong support from the government. In the development of vocational education in Mianyang, Government plays a very important role,especially for the upgrade on the vocational school, vocational education park construction, boot to the group of large scale development of vocational education and significant accomplishments. From the perspective of vocational education development in Mianyang as a whole, government functions have not been fully realized, the policy did not perform on the development of vocational education in place.The government policy needs to be formulated,according to the policies established by the higher authorities, combined with the local characteristics of the development of relevant supporting policies to solve the problems of vocational education development in Mianyang City, to promote local vocational education toward a positive, healthy and sustainable development of vocational education.This article is guided by the theory of public administration, political science, from the perspective of playing a local government function, First of all on the background and current situation of vocational education development in Mianyang City, undertake an analysis on the existing problems in particular, find out the deficiencies of the Government in discharging its functions:firstly, the lack of macro-management and general coordination functions;secondly, lack of public financial investment;thirdly, service support system is not perfect;fourthly, quality guarantee system issues such as inadequate. and then analysis of Government function in the development of vocational education in developed countries in the successful experience as a reference. Finally raised the issue of measures for improving the functions of the government in the development of vocational education in Mianyang and recommendations:First, change the vocational education idea; second,the improvement of the overall planning function of government;third, efforts to increase financial input; fourth, enhanced awareness of government services; fifth,sound quality evaluation system of vocational schools.The structure of this paper consists of five parts:Part I, introduction, including the research background and meaning of this article, literature review, research methods and theoretical basis of the study.Part II, describes the current situation of vocational education development in Mianyang, shortage and causes of government functions.Part III, analysis of the experience of other countries in the development of vocational education in developed countries play to the functions of the government’s successful experience and enlightenment to us.Part Iv, for problems in vocational education development in Mianyang, propose specific measures to improve government functions.Part v,conclusion.Through research this article hopes to provide theoretical basis and countermeasures for the development of vocational education in Mianyang and improvement of its functions,and for better reference to promote local vocational education to better develop.
