Hebei province began to carry out the reform of New National Curriculum(NNC)in2009and through studying educational ideas of the NNC, new teaching methods andtextbooks based on the NNC, the National English Test PaperⅡis replaced by the NewNational Curriculum English Test Paper in NMET from2012, however, there are manydifferent items in these two papers, such as the increase of listening part in the NewNational Curriculum English Test Paper and the omission of phonetics and word spellingpart, etc. Given this, it is necessary to do the comparative study of them so that we canclearly tell their differences in the requirement of language ability, validity, etc.The present study takes all the items in the New National Curriculum English TestPaper and the National Ehglish Test PaperⅡof2012as the sample, adopts the quantitativeand qualitative methods and examines their differences of content validity throughcomparative study on the two test papers. Based on Bachman’s task characteristicsframework and considering the physical truth of these two papers, the author constructs anew framework of this thesis. And according to the requirements of the NNC, teachingsyllabus, test syllabus and its specification, the author analyses their content validity fromfive aspects: characteristics of the setting of NMET; characteristics of rubrics of NMET;characteristics of the input; characteristics of the expected response; relationship betweeninput and response. And the author puts forward some suggestions for the future Englishteaching. The major findings of this paper are concluded as follows:First, through comparative analysis, the characteristics of the New NationalCurriculum English Test Paper are shown as follows:1) it is a comprehensive test andfully embodies the requirement of comprehensive language using ability in the NNC;2) ithighlights the investigation of the discourse and focuses on application;3) it stresses onthe textual analysis and the application of integrated abilities;4) it stresses on the varietyof topics and genres; etc.Second, both of the two papers meet the requirement of the teaching syllabus and testsyllabus, so they all have a high content validity. While, due to the absence of listeningpart, the National English Test PaperⅡhas a lower content validity than the New NationalCurriculum English Test Paper.Third, according to the characteristics of the New National Curriculum English TestPaper in2012, some suggestions are put forward for English teaching especially in Hebei area. For example, it is necessary that teachers should explain the New NationalCurriculum and two syllabi to students; teaching arrangement should be rational; the drillof listening should be strengthened, etc.
