Researcher On The Identification Of Poverty College Students

Since colleges began to charge tuition fee and the implemented of merged system, howto identify poverty students has turned into a key work in student financial assistanceprograms and construction of a harmonious campus. The problem of poverty students hasbeen appearing since the reform of economic and college system began. It has become anobstacle confining the education justice and sustainable development. The identificationsystem for poverty students which assures the fulfillment of distributive justice is the firstcondition making various policies of financial assistance work and one of the most importantparts in education assistance research. The main purpose of this article is to illustrate thepresent situation and problems of identification system for poverty students. The train ofthoughts and methods are proposed to improve the methods of identification and the effect ofassistance. It points out that the effective operation of the identification system for povertystudents depends on sound system and honesty instruction. Having engaged in studentfinancial aid programs for many years, the author finds the previous identifying proceduresand systems have many defects and problems in practice, which cannot reflect and assesspoverty degrees of applicants objectively. Since there is no uniform standard to identify andcontrast poverty degrees, colleges have various kinds of way to settle this problem. Thuscolleges and universities are in urgent need of a method to solve the problems in theidentification and make preparations for the following financial assistance work. Therefore,the research of evaluate poverty students has important practical significance and social value.As a special vulnerable group of the society, poverty students bring an unavoidableinfluence on phenomenon is a problem society. This thesis spots that apparently thepoor-students related to personal economy, but it is actually a political problem in connectwith the building of harmonious society. For colleges, it is a problem related to the povertystudents, training quality of personnel; and for the individual it is a problem of self-support.To solve the poverty college students’ problem, policies and measures should be taken andgreat efforts should be made to provide necessary funds and aids to the poverty students. Thisproblem will affect the reform and equality of higher education, benefits of Socialism, cultivation of talents and so on. It is a systematic project to solve the poverty students’problem which needs a comprehensive, three-dimensional and synthetically study fromvarious angles. So we should focus on the next five correlative points: the precondition is toscientifically identify the poverty students, the sticking point to solve the problem at thegovernment level, colleges to be the principal part, poverty students to be the essential part,and social funds to be a supplement.This thesis studies the identification criterion and management approach of povertystudents with the references in the fields of management, psychological and the actual state ofpoverty students’ management in HY University. In the research, the author finds theidentification system, financial assistance system, and the helping-hand system of povertystudents need to be improved and strengthened. This thesis presents3ways to perfect theevaluation process: First, index system must be built based on strict selection of each index, inparticular the actual situation, the historical development of environmental andsocio-economic conditions of the stage for students being considered. The data in the indexsystem and assessment reference mainly ground on Statistical Yearbook in recent years.Secondly, evaluation process has been innovated. The evaluation pattern was changed fromformerly straight-line method (classes to college department) into an evaluation groupcomposed of class leaders and ordinary students, which can calculate, investigate and identifypoverty degrees. This simplifies the procedures and protects privacy of applicants. Thirdly,this thesis provides scientific basis for financial assistance and identification of povertydegrees, which expect to complement the construction of financial assistance systems.Fourthly, this thesis provides advices to improve the identification mechanism. Theidentification mechanism refers to the poverty student’s identification process. Each elementsworks and form according to certain combination mode. First, the identification mechanism isthe sum of all elements. Next, the performance of identification mechanism depends on themutual connection and coordination between the elements. Then, the identificationmechanism process is essentially dynamic.
