Behavior Of Poverty Households Towards University Fixed-point Poverty Alleviation Project

At present,although the reform and opening up more than 30 years of accumulated national financial resources,rich experience of poverty alleviation and Supply-side reform in China have bring about the positive factors for new era of poverty alleviation,China's poverty alleviation situation is still serious.Facing the challenges like Macroeconomic adjustment,climate change,uncertain natural disasters,market fluctuation and others,as a new model of poverty alleviation,university fixed-point poverty alleviation has become a pilot project in poverty-stricken villages across the country since 2016.But in fact,the work of poverty alleviation in colleges and universities is not smooth sailing,some poor villagers lack of participation for the university fixed-point poverty alleviation project.As a result,how to improve the work of university poverty alleviation has been discussed heatedly.This paper takes the poor families in Village Y of County L,A Province as the research object,uses the observation and interview method to collect the research data,and analyzes the attitudes and behaviors of the poor villagers for the university fixed-point poverty alleviation project by using the theory of culture of poverty and welfare dependency.It has been found that the new model of university fixed-point poverty alleviation is generally supported by the poor villagers,and most of the poor villagers actively participate in poverty alleviation,however some of them refuse to cooperation.Also,this paper studies and analyzes the influence factors of such attitudes and behaviors of poor villagers,the results show as follow: First,in aspect of natural environment,the poor culture formed in the superior natural environment makes the impoverished villagers lack the upward mobility from poverty.Secondly,for the individual characteristics,the participation of young people in poverty alleviation activities is higher than that of the olds.At the same time,working away hometown and mastering farming and planting technology both have a positive impact on the participation in poverty alleviation projects.Thirdly,for situation of education,poor families which has school child show higher enthusiasm for the university fixed-point poverty alleviation project.Moreover,the main reasons why poor villagers do not cooperate with university poverty alleviation work are as follows: first,local poverty culture makes them refuse to make a change,and in the context of rural hollowing out,poor farmers are marginalized in poverty alleviation.;Secondly,poor villagers form a certain welfare dependence.Thirdly,the university has the temporary limitation and lack of resources in poverty alleviation work,some poor farmers lose confidence in poverty alleviation work,which leads to the negative cooperation.In view of the above conclusion,universities should strengthen education poverty alleviation and improve local education resources in combination with local ethnic cultural characteristics;At the same time,the incentive measures should be taken to improve the local dynamic poverty alleviation management mechanism.Thirdly,we will set up a "Farmer's center" poverty alleviation mechanism to improve the participation of farmers in poverty alleviation through discussion and decision-making.Forth,relying on the resources of the universities,a long-term poverty alleviation mechanism need to be established.
