The innovation of vocational education has entered the stage of accelerating theconstruction of modern vocational education system and improving the quality of skilledtalents training. Under such background, the secondary vocational education, as a type ofvocational education, is developing flourishingly and has generated a large number of skilledtalents for national modernization. However, with the development of the secondaryvocational education, the quality of teachers becomes a key problem, which affects theeducation quality.The school-based training is a form of teachers training and is to solve the problems inthe process of development of schools and teachers. It combines with teachers working, so itcan save money. As teachers study and do researches in groups, the training is beneficial totheir professional development and construction of learning schools. Therefore, theschool-based training of secondary vocational schools is a feasible way to improve teachersquality and promote teachers and vocational schools development.But in practice, secondary vocational schools and teachers are keen on higher forms oftraining such as trainings of national level and provincial level, ignoring the school-basedtraining. This study begins with the analysis of background and adopts questionnaires,interviews, literature and other scientific methods. According to the analysis of survey dataand interviews, this study is to look for problems in the school-based training, analyze thereasons and find out resolutions in order to promote school-based training activities and thedevelopment of secondary vocational schools in China.This study is divided into four parts:The first part is introduction. The first part introduces the research background,significance, purpose, research ideas and methods, generalizes the present situation ofdomestic and international researches on the school-based training, and defines relevantconcepts.The second part is investigation and analysis of present situation of the school-basedtraining of secondary vocational schools. This part uses the questionnaire, collects data from a survey conducted in eight secondary vocational schools in Hebei Province, and analyzes thestatistical data.The third part is analyses of problems existing in the school-based trainings of secondaryvocational schools as well as reasons. Based on the results in the second part, the third part isto find out some problems in the school-based training of secondary vocational schools.Reasons are that the concept about school-based training is not deep enough; the system ofschool-based training is not perfect; teachers are not active enough to participate in thetraining. These analyses lay basis for the implementation of measures in the fourth part.The fourth part is about countermeasures. In view of the problems existing in theschool-based training of secondary vocational schools, the fourth part proposes the trainingimplementation strategy from five aspects. They are to promote teachers’ professionaldevelopment, enhance teachers’ enthusiasm about the school-based training, choose/trainingcontent reasonably, adopt flexible and diverse forms of training and establish a sound andefficient management system.
