At present, teachers’ participation in university governance is an important embodiment of implementing democratic management in universities. The primary objective of teachers’ participation in governance is to enable teachers to participate effectively in decision-making, to enhance their sense of belonging and the sense of identity to the universities, to make contribution to promote the development of university organization. The increasing theoretical analysis and system with "professorial governance" make the status of teachers in the university organization become more prominent. However, the practice of teachers’participation indicates the academic rights will affect the bureaucracy system balance, make the differences between interest groups. And this will cause the teachers’participation in university governance cannot be effectively implemented. So constructing the mechanism, which is the reasonable and effective of teachers’participation in university governance, is the reality needs to solve the problem.In this paper, it re-examines the teachers’attribute and position in the university trough the social network analysis and the theory of network governance to provide new ideas for the research on the mechanism of teachers’participation in university governance.The full essay is divided into six parts:The first part makes an overview on the significance of the study. It puts forward the issue of getting teachers into the governance mechanism through a simple necessity of modern university governance and the teachers’participation. Then taking a review on teachers’ participation in university governance by scholars at home and abroad. It turns out that the current research on this study is only on the theoretical analysis level; the further real useful specific implementation in practice has not been established. Finally, it elaborates on the innovation point.The second part depicts the related basic theories. This paper is based on the perspective of network governance, and doing the research on the governance of the university organization. So in this part, it explains the related information of network governance theory. It introduces the connotation of network governance, stakeholder theory, embedding theory and the characteristics of university organization.The third part describes the basic situation and difficulties of our teachers’ participation in university governance. Through the inspection of the relevant law, it finds out the existing legal protection of the teachers’participation in university governance. Also it summarizes the teachers’role, the range and degree of their participations in the governance. Furthermore, it analysis the negative influence and the promoting effect of the university’s development causes by the teachers’ participation.The fourth part analyses the system of American teachers’participation in the university governance and its enlightenment to china. Firstly, it analyzes the main characteristics of the American university governance, and obtains the co-governance plays an important role. Then it describes a special experience in the USA. It is the advancement of professor governance. Then it looks forward to our teachers’participation in university governance after the affirmation of the experience. Then it reaches that network governance can be introduced into our mechanism through the analysis of the homoplasy between co-governance and network governance.The fifth part discusses the core field of this research. It analyses the adaptation mechanism, trust mechanism, coordination mechanism, integration mechanism and maintenance mechanism of teachers’participation in university governance, respectively.The sixth part is the summary and the shortcoming of the study.The conclusion of this paper is that the basic guarantee of teachers’ participation in university is the construction of the mechanism. The theory of network governance mechanism is applicable to use into the teachers’participation governance. The teacher as the stakeholders of university can embedded into the governance through the relationship, structure, cognition, culture imbedding. And if master the appropriate embedding degree, plus the integrity of laws and regulations, we can make the study of teachers’participation in university governance into the effective implementation and development.
