Currently, enterprise organization has occurred series of new changes on external appearance but also on internal structure with the rapid development and the wide application of information technology. Specially, one of the most significant changes is that the boundaries between enterprises have become increasingly blurred and was not limited by time and space, resulting in the emergence of Union’s new organizational model vertically and horizontally-network organization. The research on single corporate governance has been extended to the governance of network organizational, together with the conversion of the research on the governance mechanism. Along with the new technological revolution and the recombination of global value chain, modern technology has developed dramatically and intricately and the uncertainty of organizational external environment is increasing as well. Hence, the university only depending on themselves cannot adapt to dramatic changes of the external environment, but also cannot meet the requirement for change within the organization. Universities need to evolve a new organizational structure to promote participation of different stakeholders on the complex technological innovation process. When the university governance theory reaches to the bottleneck, the network governance theory has attracted the attention of researchers because of it stronger specific theory and its more intuitive operability. Therefore, based on the network governance theory of companies and the embedding theory from sociology, the construction and governance of modern universities in China will be studied in the broader background and refocused university network organization attributes using the network perspective.This study will carry out the depth research on the university organization and governance under the sight of the network, which has an important theoretical influence on the development and governance of higher education:(A) Providing a new theoretical basis for the reform of higher education and university governance; (B) Supplying, enriching and developing the networks theory in the education field. Additionally, in this paper, the research on the essential attribute and governance of university will emphasize to remove power centralization, and its practical value are the following two points:(A) Analyzing organizational characteristics of modern universities deathly, clearing the evolution progress of universities organization and recommending for the modern universities with the regard to their organizational governance.(B) Building a university network governance mechanism been embedded by multi-stakeholders which is benefit to address the constraints of higher education reform and development.After analyzing of university network organization attributes, university network structure and multiple embedded forms and ways of diverse university organizations stakeholders, this study claim based on the deep understanding of university multi-embedding, university organization makes full use of forms and means of relationships embedding, structural embedding and cognitive embedding to integrate main stakeholders into university governance structure to follow the common norms, share information and decision-making rights to achieve effective governance finally. The structure of this paper consists of the following five chapters:The first chapter is the introduction that introduces the research background, significance, the main theories, methodologies, perspectives and innovations.The second chapter is the definition and properties of university quasi-network which is the network organization that is aggregated by academic activities mainly and weaker hierarchical nodes based on mutual trust to achieve the innovation and win via all-round communications and cooperation. The analysis of university network organizational nature is the basis of the characterization and research on overall universities network.The third chapter studies the recognition of each code of university quasi-network organization and the characterization of its network structure based on the stakeholder theory and questionnaire method to identify other stakeholders and analyze the importance in university quasi-network organization. Additionally, it analyze the stakeholders location as the node within the network, aggregation state, linking ways and their interrelationship using Social Network Analysis to select the network center, network density, network intermediary.The forth chapter researches stakeholders embeddings and its relationships with network governance behavior. Combining stakeholder identification mentioned above and the characterization of its network structure, this part will further analyze diverse stakeholders embedded forms, approaches and university organization network governance mechanisms.This fifth Chapter is the summary and policy recommendations on enhancing university independence; exploring the Council or the board of Directors establishment of legal basis of the public university; reconsidering the role of universities in society; forming the partnerships with enterprise and community; rationalizing the relationships between key stakeholders.This study combines theoretical research and empirical research and integrates qualitative and quantitative analysis to selects questionnaires, social network analysis and semi-structured interview methods based on theories of management science, social network science and education economics network science and other interdisciplinary science. Additionally, under the nodes identification in university Quasi-network organization and the characterization studies on network structures, this paper uses questionnaires to collect relevant data to identify specific nodes of various stakeholders and analyze the importance of quasi-network organization at the University. Moreover, it uses social network analysis method to select the network center, network density, network intermediary to investigate the stakeholder’s location as the node within the network, aggregation state, linking ways and their interrelationship. Meanwhile, it applies Ucinet and Netdraw to depict the basic network structure of university and also analyzes the multi-stakeholders governance mechanism through semi-structured interviews finally.Two features of this study:Firstly, the topic is newer because it holds a unique perspective of interdisciplinary research that applies enterprise network governance theory in university organizational governance. Secondly, this study has new analysis perspectives, which depicts the organizational structure for the network of universities, university organizations diverse stakeholders embedded in the form and pathway. In the absence of a more systematic analysis of previous case of the framework, this paper proposes a new reasonable angle that getting the university network organizational characteristics after comparing the university organization features and characteristics of network organization. At the same time, this paper uses social network analysis methods to re-examine the university network organization and social attributes and through three levels of embedding formal analysis, it achieves feasible proposals of implementing network governance theories in the university governance as well as it provides some referencing models for future studies.
