Multi-governance:Research On The Transformation Of University Governance Model In China

The development of Chinese universities,under the leadership of the party,has experienced more than half a century of practice and exploration,showing the characteristics of the times.Faced with the times transformation of university governance in the new era,we need to further improve the modern university governance system and build a university governance mode with Chinese characteristics.This paper,based on the theory of governance,adopts the analytical paradigm of historical institutionalism,and examines the present situation of university governance,and tries to put forward the feasible countermeasures for the construction of multiple co governance universities through comparative analysis.First of all,this topic has a profound background of the times,based on the characteristics of national conditions and culture,complying with the development requirements of deepening governance reform.The reform of the mode of university governance in our country is the change of knowledge production and communication mode,the transformation and innovation of government management concept,the expansion of social strength and the choice of value appeal,which jointly promotes the innovation and development of the university governance model.Secondly,China's university governance model has experienced several decades of historical changes.From the perspective of historical institutionalism,it is roughly divided into four stages,such as the government control period of the university management,the period of government decentralization management,the government absorbing the society and so on,and the period of the University Governance and the period of perfecting the Chinese characteristic university system.At the same time,by analyzing the characteristics of university governance models at different stages,it provides a historical reference for University co governance in China.Then,from the internal and external environment of the University,this paper analyzes the problems and shortcomings of the university governance in China,and expounds the related reasons,namely,the lack of cooperation consciousness and consultation mechanism among the stakeholders,the compulsory factors of the overreliance of the government decision-making poweron the government and the inadequate institutional environment of the university governance,which are three aspects.It is an urgent problem to be solved in the management of modern universities.Finally,based on the top design of the new era party to the university governance,the following countermeasures are put forward: building the power structure and the balance mechanism within the power and responsibility of the University,improving the relationship between the government,the society and the market,building the external institutional environment of the university governance in the new period,strengthening the status of the university legal person,and standardizing the rule of law.The macro management of the government,and the construction of a co governance culture with multiple participatory and democratic consultations.
