The rural primary and secondary schools layout adjustment is a hottopic which is being concerned in recent years. The policy of thelayout adjustment brought a series of problems while it achievedgreat effectiveness. As an important educational reform that iswide-ranging, it impacts the interests of schools, teachers, students,parents and rural areas. The stakeholders who experienced thelayout adjustment have more profound understandings and views onthe policy. The impacts of the rural primary and secondary schoolslayout adjustment policy on the stakeholders are different, somebenefit more while some are serious damaged. The stakeholders cantransfer comprehensive information about the impacts of the layoutadjustment and the problems along the implement of the policy, whichcan promote us to take more effective measures to solve theproblems or compensate the losses of the stakeholders, enhance thesocial effects finally.The article takes the rural primary and secondary schools layoutadjustment in Linfen as the object of study, which firstly describes the background, relevant concepts, research meaning, research contents,research idea and methods, and introduces the research status inChina and abroad about the school layout adjustment. On the basis ofthe research status, the article analyzes the deficiencies of previousstudies, and advances the study.Secondly, by analyzing the relevant data about the schools layoutadjustment in Linfen, the article introduces the policy and therealistic background, the implementation steps and the recent status.According to the interview and the questionnaire data, the articleanalyze whether the stakeholders, such as administration workers,school leaderships, teachers, students and their parents, villagersand village cadres, identify the school layout adjustment in twoaspects: how they understand the layout adjustment policy and howthey evaluate the implementation of the layout adjustment.Again, on the basis of analyzing the identification of the stakeholderson the rural schools layout adjustment, the article reveals theproblems generated by the layout adjustment, and the causes ofthese problems from the perspective of policy formulation andimplementation.Finally, according to the results of empirical investigation andtheoretical analysis, the article proposes suggestions to solve theproblems, in order to provide constructive advice to the rural primaryand secondary schools layout adjustment and the development of rural education.
