In recent years,through a series of encouraging measures,the government has made the secondary vocational education in China develop rapidly,which has provided a large number of high-quality professional and skilled talents for the socialist modernization construction in China.However,with the expansion of universities and the increasing demands of employers,the development of secondary vocational education also exposes many shortcomings,among which the most serious and influential is the problems related to enrollment work,such as the difficulty of enrollment,the decline of the quality of students and so on.Many scholars in China have gradually realized this problem and carried out a lot of research on how to solve it.However,scholars usually only pay attention to one part of it,and not from the overall point of view,which lead to ignoring the relationship between the various interest subjects and lacking of comprehensiveness and integrity.Therefore,based on the perspective of stakeholders,this paper will focus on the definition and division of stakeholders in secondary vocational school enrollment work,analyze the interest demands represented by various stakeholders and the interest conflicts between them.Taking L Vocational and Technical School as an example,through questionnaire survey and personal interview,this paper analyzes the problems existing in the enrollment work of this school and the reasons behind,and finally puts forward corresponding optimization strategies from the perspective of different stakeholders.Through literature review,the study found that in secondary vocational school enrollment work,mainly involving three major stakeholders: the government,secondary vocational school,parents and students.Taking L Vocational and Technical School as an example,the study found four problems in the enrollment work of the school: the poor quality of the enrollment team,the unfair competition in the enrollment market,the lack of stable number and quality of students,and the serious loss of students.At the same time,the study also finds the reasons for the problems in the enrollment work of L Vocational and Technical School from the perspective of stakeholders,such as lacking of standardized enrollment system and strong policysupport,not perfect enough in learning environment,teaching quality and management system and misunderstandings about the secondary vocational school.Finally,in order to solve the above problems,the research puts forward the following solutions: improving the enrollment system construction and providing financial support,improving the hardware facilities and the quality of teaching and management and updating the cognitive concept.These solutions and suggestions can not only help secondary vocational schools to find the problems in the enrollment work,but also provide comprehensive and practical suggestions for the city government to the overall planning of secondary vocational education in the future.
