| With the development of education and the deepening of reform,teachers’ role and position are prominent increasingly, the key of the development of education is to possess a high-quality teachers’team. The rural education is the cornerstone to the development of the whole education.Teachers are the foot stone of rural education in the countryside. In order to develop the rural education career, teachers are the basic foundation and the key. Without professional and qualified teachers, there isn’t the development of the rural and high quality education. However, in recent years, due to the market and the comprehensive strength competition factors, the wave of teacher flow arises in the countryside, especially the loss of a large number of rural primary and secondary school teachers, which becomes serious. The main traits are the young excellent teachers from backward areas to economically developed areas, and from the weak schools to the advantage of schools, resulting the decline of the overall quality of primary and secondary school teachers troop in rural, and the differentiation of urban and rural education levels. Teacher problems become the key factors which restrict the development of the rural primary and secondary school education, and which have seriously hindered the development of quality education in rural areas. Therefore, to investigate and study the problems of the loss of rural primary and secondary school teachers, and to seek countermeasures to promote the teachers’ role to realize the balanced development of the urban and rural educationTherefore, standing on the basis of previous studies, this research attempts to introduce the stakeholder theory to basic education field applying to the research of rural teachers’losing. Using Huaxian County Henan Province as a case, this study dissects the influence factors of the loss of rural primary and secondary school teachers and the stakeholders that cause teachers to quit through in-depth interviews and questionnaire survey, and proposes the countermeasures for reason.This study is divided into four parts:The first part, introduction. It mainly elaborates the research background, the purpose ã€significance and the method of this study, literature summary. And it also defines the concept of stakeholders, the flow of teachers, the loss of teachers, rural teachers, rural primary and secondary schools.The second part, it analyses the current situation of rural primary and secondary school teachers from four aspects, including the number of the loss of teachers, the will, the direction and the type. The loss of the characteristics exemplifies:increasing loss quantity; flow direction in a positive, from namely township to the cities, from weak schools to the advantage schools, from northwest region to southeast ministry area; willingness flow with trends, namely in order to pursue the maximization of their own interests; loss of object mainly for outstanding young teachers.The third part, it analyses the reasons for the loss of teachers, mainly from two aspects which are core stakeholders and vital stakeholders, particularly to the unmet demands of the core interests of the stakeholders (teachers, school administrators), and the failed role of the important interests of stakeholders (government, the Department in charge of Education). At the same time, from the perspective of educational economics, the cost of teachersã€schools and government is analyzed. It also dissects the reasons of the loss of rural teachers.The fourth part, it puts forward countermeasures from the view of "people-oriented" to solve the loss of rural teachers, which mainly include meeting the core interests of the stakeholders, attaching importance to the role of important stakeholders, and establishing the mechanism for the rational flow of teachers. |
