The Research On The Incumbency Of Provincial University Presidents

As the chief leader of an university, the university president is the spiritual core of the school andhas vital influence on both the value pursuit and the direction of a school. The academics have paidmore attention on those higher-level universities like985Universities,211Universities, Universities ofthe Ministry of Education all the time, yet they concerned less about Provincial universities which havethe highest percentage. The Provincial universities, whose number accounted for more than56%ofChina, make great contribution to the reform and development of the higher education and our highereducation will hardly to get the great achievement without it. Meanwhile, as the soul of their school, theProvincial university presidents are playing an important role in its development process.This paper selects41Provincial universities’ Presidents as the objects of study. The individualcharacteristics, educational background, professional background, term of office&researchachievements and leadership are included in A system, and B system of individual characteristicsincludes gender, age, job title, political affiliation, etc.; B system of educational background includes thehighest degree of university presidents, the respective disciplines of highest degree of universitypresidents, a single discipline or interdisciplinary background, learning experience in currentlyemployed school, learning experience abroad; B system of professional background includes the natureof university presidents who once worked for the previous unit, the nature of position universitypresidents who once worked for, whether the university presidents experience working in other collegesand universities, whether has working experience abroad etc; B system of term of office&researchachievements includes time and term of office, the replacement frequency of university president, theresearch achievement of professional and management this three dimensions; B system of leadershipincludes the management qualities and capabilities of university president, the university teachers’satisfaction degree to the internal management, etc.This paper is based on the above dimensions, empirically analyzes the incumbency of theProvincial university presidents in Shandong Province, summarizes the present situation anddevelopment trends of these Provincial university presidents and proposes some related improvementmeasures with the comparison of those Provincial university presidents. These provide a reference forthe selection appointment of Provincial university presidents, then make considerable contribution toimprove the quality of the provincial higher education in Shandong.
