As China's higher education enters the stage of popularization,the difficulty and complexity of the management of universities are increasing,and the "professionalization" of university presidents has been put on an important agenda.The reality is that there is still a "double-shouldered" phenomenon in Chinese university presidents,that is,university presidents play a dual role---administrative personnel and academic personnel,which means that they are facing two "professional" developments---Administrative professional development and academic professional development.It can be seen that the study of the existing "double-shouldered" phenomenon is the basis for exploring the "professionalization" of university presidents.The premise of carrying on this research is to clarify the relationship between the two roles played by the university presidents and the two "specialties" they engage in.Therefore,this article studies the status and relationship between the administrative development and academic development of the university presidents,providing the necessary empirical data to support for the discussion of the "double-shouldered" phenomenon,and providing the advice for the government and universities to formulate president management measures and also for the presidents to plan their own careers.Considering that local universities are the main force for the development of higher education in China,this study randomly selected 203 local universities by stratified sampling method,and took their current presidents as the research object.Firstly,the author constructed an analytical framework for the administrative development and academic development of university presidents through literature review.Then,the author collected relevant data through the public available network data,and built a database of academic and administrative development status of local university presidents with the help of Excel.Finally,SPSS 25.0 and STATA 15.0 statistical software were used to analyze all the data.The main findings of the study are as follows:(1)The historical background has created some characteristics of the academic development of local university principals;(2)Compared with the central and eastern regions,the academic ability of the presidents of western universities is relatively weak and the disadvantages of "doubleshouldered" are particularly obvious;(3)compared with bachelor's and master's degree awarding universities,the presidents of doctoral degree awarding universities have stronger academic abilities,richer working experience,and the disadvantages of “double-shouldered” are not obvious;(4)The administrative development paths of the presidents are quite similar,and there are no significant differences among the presidents of the universities in different regions and levels.(5)The level of higher education management theory of the presidents has not yet received enough attention.Based on the above conclusions,the suggestions made in this study are:(1)for government and university : further improve the academic standards of presidents,enrich the discipline background of the presidents,help western universities to complete the construction of talent teams,and improve the matching degree between the presidents and the universities;(2)for the presidents: Strengthen the level of higher education management theory research,and clarify the professional manager role as a president.
