The first-rate principals will create the first-rate universities.Ashby points out that the prosperity of a university depends on that who will controls the internality and the presidents are the key of management successfully.Burton R.Clarke said: The most critical aspect of a university's success and progress in the challenges of modern society lies in the fact that the principal can play an effective leadership role.This study starts from the problem and based on practical exploration,that summarizes the types of deviations of the three university principals.First,Principals of the "officials" with administrative affairs standards attach importance to the advancement of individual positions and neglect the development of educational organizations.Second,"dual-shouldered" principals of part-time of discipline-based attach great importance to develop individual academic and partial pursuit of academic development in individual academic fields,they disregard the traditional advantages of university disciplines,and neglect university scientific development and characteristic development.Third,The performance-based "CEO" principals attach importance to the pursuit of individual management performance development and despise the humanistic spirit of university organizations.In the criticism of the deviation from the principal,this study is based on the relevant theoretical basis and the study of the professional development of the U.S.university principals.It is concluded that the role of the ideal university president should be the educator principal with professional qualities.At present,universities are facing the society and urgently require principals to organize themselves;popularization of higher education is popularized;university functions are diversified;classification of university development is divided into types;and the quality of education is promoted;university transformation and upgrading are urgently required;university management is complicated,and the new normal of university development is urgent.Requires university presidents to change from officials,entrepreneurs,and scholars to educators who have professionalism,professional ethics,love of education,and dedication;and urge university presidents to move from self-respective administrative activities to independent management.The multiple functions of independent schooling and professional roles change in management,service,and service;the university presidents are urged to move from an officer-oriented,administrative,entrepreneurial,and scholar-like role to a professional-oriented educator.Based on the role of the principal,this study introduced the method of competency feature recognition in the competency theory,combined with relevant theoretical basis,and theoretically constructed that the university president should have professionalism and personality in the perspective of professionalism.Demonstration,effectiveness of school management and ethical priorities,and then come to the five dimensions of the competency characteristics of university principals,which are the “knowledge literacy” dimension,“governance ability” dimension,and “personal trait” dimension driven by responsibilities.Output-driven "educational concept" dimension and trend-driven "educational ethics" dimension.At the same time,through the implementation of the interview method,this study explores the content of related dimensions,and obtains an indicator system for the competency of the president of a professional university.The educational ethics dimension is divided into three secondary indicators: education career,educational emotion,and educational ambitions.Divide the dimensions of personal traits into two secondary indicators,such as self-characteristics and interpersonal traits;divide the educational concept dimension into two secondary dimensions: educational thoughts and school-running concepts;and divide the knowledge literacy dimension into management knowledge and general knowledge.The two dimensions are divided into five secondary dimensions: the ability to manage schools is divided into five dimensions that are interpersonal communication,school action,strategic decision-making,school innovation and effectiveness.
