Since the20th century, society as a third sector organization began to receive people’s attention. Social welfare organizations are an important type of organization, as the supply of public services and public management process, especially in helping vulnerable groups, to carry out public social services and the provision of social welfare, public organizations play an important role. Our charity organization started late. On the one hand, public interest organizations with respect to the service needs of the huge population base is still relatively small in terms of providing the public service is difficult to cover all the needs of communities; on the other hand, due to the characteristics of non-profit public interest organization, the organization can not provide a higher level remuneration package, making it difficult to recruit professional social work professionals, it is difficult to retain the practice of experienced staff. Therefore, under the conditions existing staff, the role of public organizations can be brought into play, the key lies in whether the public interest organization staff capability upgrade.In this paper, the ability to analyze the current situation and the level of public interest organizations working staff through questionnaires, interviews, observation and other methods to identify factors that affect the ability of the employee welfare organizations. Then for these factors, try to work in social group work methods used in public organizations for staff training. In the group process, combined with the knowledge of social learning theory and organizational learning theory, play a team approach in training advantage of the construction harmonious learning atmosphere, cultivate awareness of team members to learn so as to enhance the ability to work of employees of public organizations. Through practice group method using reflection and summary of the group’s effectiveness and inadequate methods, try to put the training support policy. I want to provide a new perspective through the ability to work as a public interest organization personnel, through the use of group work practice training in public organizations, public interest organizations to explore enhancing staff expertise and service levels of new methods and approaches.
