The fast development of modern information technology, especially the technology of computer and multimedia, encourages the continual change of traditional class teaching, which makes the instruction theory, instruction method, instruction environment and instruction tools deeply changed. The electronic dual-board which based on the dual-code theory and dual-teaching mode makes the perfect combination of interactive whiteboard and traditional blackboard, gradually becomes acknowledged by people as a new kind of informational instruction environment. As one of the popular instruction modes, the flipped classroom has its own advantages. Under the mode of flipped classroom, the learners via watching instructional video and other resources to study the knowledge before class, then they strength their understanding of the knowledge by the discussion among themselves and the teacher in class. The learners’ abilities of self-learning and self-control become higher during the process of knowledge inquiry.Taking the features and advantages of the electronic dual-board, this study has carried out the flipped classroom in the course of "the Design and Development of Internet Educational Resources", actively explored how to apply the flipped classroom based on the electronic dual-board environment. It also analyzes the flipped classroom’s instructional result aiming to give some advices so that this new instruction environment could be better applied into the flipped classroom, then encourages the continual development of class teaching. Firstly, this paper introduces the relative research of the flipped classroom and electronic dual-board, analyze the ability of the course "the Design and Development of Internet Educational Resources" using the flipped classroom instruction based on electronic dual-board environment. Then according to the principles of the flipped classroom instruction based on the features of the electronic dual-board environment and the goal of the course, designs the instruction process of the flipped classroom instruction based on electronic dual-board environment. Finally, using the instruction process to the course "the Design and Development of Internet Educational Resources" as the instruction application, looks for the result of the flipped classroom instruction based on electronic dual-board environment from the view of real instructional evidence.Through using the methods of literature study, instructional experiment and question survey and so on, this study makes the first theme of the third subject’s context "the design and make of internet educational material resources" as an example, reproduced the real class process of the flipped classroom instruction based on the electronic dual-board environment. The research claims that the flipped classroom instruction based on electronic dual-board environment has a positive influence on the instruction result and the development of the learners’ abilities.
