Research On Application Of BOT Financing Mode In Our Small And Medium-Sized Sports Facilities Supply

Due to the weakness of the supply from government to the small and medium-sized stadiums, the conflicts between a lack of sports ground area per capita and mass sports demand are becoming increasingly obvious. Based on it, broadening the financing channels of small and medium-sized sports facility, which supply for the introduction of new financing methods of realistic demands are put forward.By means of documentation, dialogue and logical analysis, the authors study the model of BOT in our country small and medium-sized sports facility of supply.At first, this paper analyzes characteristics and economic properties of small and medium-sized sports whose function is the main body of the national fitness venues.Furthermore, it is concluded that the BOT mode is adapted to be the way in the supply of the small and medium-sized stadiums by the means of the analysis of the possibility of the BOT investment mode in small and medium-sized stadiums as well as the results of the discussions of professors.Finally, based on the key factors in the process of BOT mode which means the choice of the franchisee, risky sharing, determining the concession period, and establishment of the concessionary price, we put forward these points as following:1. The supporting that coincide with small and medium-sized sports facility cultural activities to promote the project expected earnings, switch to the evaluation method and the choice of multiple attribute decision management ability to highlight the franchisor;2. The reference interest loans, reduce the risk of the franchisor’s financing; Return to the franchisor design right, by the government to provide the construction channels of raw materials; Moderate to broaden the scope of business and of venues in the form of more business subsidies; Venue maintenance agreement stipulated the franchisor ensure sustainable utilization of venue project;3. The introduction of "dynamic" incentive mechanism venues supply efficiency; By multiple revenue restrained model grasping venues concession period;4. Direct subsidies concession margin to ensure balanced economic benefits and social benefits.We hope those are expected to optimize the BOT mode rationally in its application of the small and medium-sized stadiums and improve the possibility supplied to practice in those stadiums under this mode.
