Study On P.E Of Communities And Urbanization In China's Small And Medium-Sized Cities

Social advance and sustainable economic development require refraining big cities from becoming super-big cities in a random way, and small and medium-sized cities from a rapid increase in numbers while the construction of small and medium-sized cities communities in China is in a crucial point of being strengthened and improved.How to rationalize the relationship between the urbanization of Jishou city, Hunan,and its physical education of the communities will have a deep effect upon the development of the city' s physical education.As a typical city in the mid-southwest in our country and an advanced physical education city in China,Jishou City not only has its own unique local culture but also its own administrative characteristics.Though it is a national advanced country-level city of P.E.with great achievements, there exist many problems in the construction of the city communities' P.E.,which hinders the rapid and healthy development of its communities' P.E.This thesis consists of the following parts:introduction;object of study and method of research;relationship between urbanization and communities' P.E.;study of the current situation of P.E.in Jishou City communities;characteristics of the city communities' P.E.; measures of the P.E.development in the city communities;P.E.of the city communities and its local culture;conclusion and suggestions.After the study of Jishou City communities' P.E.,there exist the following problems:1.The communities in Jishou are small,with small areas,small population and scattered resources,so the social services cannot function well and the P.E.services cannot reach the communities.2.The construction of mass organizations at the city level and the prefecture are,to some extent,repetitive,and the P.E.activities are not coordinated well and complementary.3.The sports ground of the government P.E.system and the schools are not open enough to the public,and money is charged too much in the public stadiums and gyms,which leaves them unused and wasted.4.The sports grounds are always occupied or misappropriated for other purposes in the expanding and construction of the city.5.The government provides little fund for the communities' P.E.and fund investment is not in agreement with the local economic development.6.The government of the prefecture and the city are not coordinated well in the planning and construction of sports grounds,the P.E departments at all levels put a great stress upon the sports and athletics,not the mass P.E.The following measures should be taken in order to solve the above problems:1.The communities should be divided rationally and the communities' resources be optimized.2.The communities' P.E. organizations should be developed energetically and the communities' sports activities be greatly encouraged.3.The planning of the communities' P.E.sports grounds should be strengthened,scales of the communities' sports grounds be rationally planned,sustainable development of the communities' P.E.be promoted.4.The government should play a dominant role in the construction of the communities' P.E. development mode based on socialized market.5.The construction of the communities' P.E.rules and regulations should be strengthened,the policy environment be improved and restriction mechanism be set up.6. P.E.resources should be disposed and used rationally.7.The local P.E. culture and the communities' culture of the modern cities should be harmonized.
