How to promote the balanced development of compulsory educationis an urgent and significant issue in the current field of basic education. With theadvancement of the process of standardization of school construction, a majorobstacle to the balanced development of compulsory education is uneven allocationof teachers, thus optimizing allocation of teachers is an important measure to solvethe imbalance in China’s current development of compulsory education. Teachers’exchange can achieve balanced development of compulsory mobility and teachers’professional development, due to a variety of factors, some of China’s urban middleschool teachers did not show high enthusiasm in teachers’ exchange, and someteachers even contradict teachers’ exchange. Therefore, in the background of thebalanced development of compulsory education, secondary school teachers how topromote urban mobility is a worthy research direction.The following article, in the background of a balanced development ofcompulsory education and the implementation of teachers’ exchange system, usesliteratures, questionnaire and interviews to investigate present situation of teachers’exchange of urban middle schools in Huaibei of Anhui province, the affecting factorsof Huaibei middle school teachers’ exchange, and differences of affecting factors ofteachers’ exchange under different demographic variable characteristics. The surveyfound that urban middle school teachers’ enthusiasm is not high in teachers’exchange, the exchange willingness is weak. The factors of Restricting the urbanmiddle school teachers’ exchange includes social factors, organizational and personalfactors.This article is based on the present situation of urban middle school teachers’exchange in Huaibei, explores the causes of problems that restrict the teachers’exchange, proposes targeted suggestions basing on the analysis of actual data. Such as improving the formal system; eliminating the restriction of informal institutions,establishing whole awareness of urban schools, building receiving schools’ cultureorganization, changing teachers’ ideas, increasing teachers’ adaptive capacity of role.So that, urban middle school teachers in Huaibei can be more actively involvedin teachers’ exchange, then teachers’ configuration could be optimized andcompulsory education could be developed evenly.
