Well-balanced teacher allocation is a key factor in achieving the balanced development of compulsory education. With the movement of ideas and practices of our society, the scale of teacher mobility is rapidly accelerating. The government leading teacher institution change has not achieved its desired effect; furthermore it has received the resistance from school, teacher and local administrative department of education. The conflict between design and results of the institution put the government into the dilemma, therefore, it is in need for us to observe consider and study the teacher mobility institution.Under the support of new institutional economics, the paper analyzes the supply and demand factors of the teacher mobility institution, the elements, the principle part and the transforming modes of the institution. On the basis of policy analysis, the paper discusses teacher mobility policy both at national level and local government level in the use of policy text analysis. In order to search teachers’ attitudes toward teacher mobility institution and the difficulties and reasons of the implementation, the paper interviews 14 teachers of Shihezi. Through interview survey, the researcher finds that the institution is becoming a mere formality, the difficulties come from multiple aspects of education system, such as compulsory schools, individual teachers and institution environment, etc.Learning from advanced foreign experience and combined with domestic situation, the paper puts forward ideas of the institution innovation as followings:(1)Build a sound institution and create a favorable environment for teacher mobility, such as improve teachers’ recognition to teacher mobility institution and build a sound implementation mechanism;(2)Change the principle part and transforming method of the institution: make teacher become one of the principle part of the institution and use the combination of mandatory change and induced change;(3)Strength the institution environment of teacher mobility: improve teachers’ personnel and fiscal system and build incentive mechanism, etc.
