In recent years,the mobility of teachers and “county management and school recruitment” have become hot educational and social issues.Though after top-level design and local practices,some achievements have been made in teacher mobility and “county management and school recruitment” management system reform,many difficulties and problems still exist,such as: some defects in policy design,teachers' lack of understanding on policies,and the shock on university management,which have constrained the smooth mobility of teachers and the “county management and school recruitment” management system reform.Based on sorting out domestic and overseas research status,introducing social equality theories,human resources allocation theories,and stakeholder's theories,the thesis has analyzed the policy basis,basic characteristics,and mobility means for teachers' mobility under “county management and school recruitment”.Meanwhile,combining the field research and analysis of the status of teachers' mobility in K District of Jinhua City,the thesis reflects on some policy issues on teacher mobility under “county management and school recruitment” and the impact on school management.Finally,targeting practices on teacher mobility at the stage of compulsory education and problems during the trial implementation of “county management and school recruitment”,the thesis proposes a series of countermeasures on teacher mobility under “county management and school recruitment”.Specifically,this research consists of three parts: Part One analyzes the policy basis,basic characteristics(including teachers' subjective wishes for mobility;some effectiveness and stability for teacher mobility)and means of teacher mobility under “county management and school recruitment”.Therefore,it shows the necessity and feasibility of “county management and school recruitment”.Through interview and questionnaire survey,Part Two conducts a field survey and analysis of the status of teacher mobility in K District of Jinhua City to understand the concepts and ideas of education administrators,school principals,and teachers on the status of teacher mobility in K District.Based on the above studies and surveys,Part Three reflects on some problems emerging in teacher mobility under “county management and school recruitment”.Finally,the thesis offers relevant policy suggestions on rational teacher mobility under “county management and school recruitment”: clarify the identity of teachers in public schools at the stage of compulsory education as “civil servants”;establish a coordination mechanism to guarantee policies and measures are put in place;explore multiple means of communication means for teachers to make teacher mobility channels smooth;adjust the present recruitment orders and give priority to recruitment by rural and weak schools;keep close track of teachers' needs and effectively guarantee the rights and interests of teachers;comprehensively enhance the living conditions of remote schools;vigorously promote teaching reforms in weak schools and try to boost student backflow.
