In 2016,the National Two-Child Policy began to be implemented across the country gradually.Under the loose birth policy,the reproductive potential of women of childbearing age will be further released,so that China may facing a round of birth peaks.Changes in the birth population are bound to cause corresponding changes in the size and structure of students in the future,which will have an impact on the demand for educational resources in turn.In addition,on May 16,2018,the Tianjin Municipal Government announced the latest talent introduction plan,the Haihe Talent Action Plan,which aims to attract talents to Tianjin to innovating and staring businesses.The rapid accumulating of a large number of migrants in a short period of time can play an active role in expanding the scale of the working-age population and providing intellectual support for urban development;however,it will also exert tremendous pressure on the local social public service system.It can be seen that the development of education in Tianjin is faced with the overlapping pressure of the birth population and the influx of migrants in the future.Preschool education is the starting point of national quality education,and the adjustment of birth policy has the most obvious impact on it.Therefore,a comprehensive analysis of fertility policy adjustments may have important practical significance for the varios impacts and challenges of pre-school education.To this end,this study uses statistical data and related literature to sort out and analyze the situation of population changes and preschool education in Tianjin in recent years firstly;and then,this study used the relevant data from the 2010 census data of Tianjin and used the China Population Projection System(CPPS)to predicting the total population size,proportion of population of all ages and the trend of the preschool education age population(3-6 years old)of Tianjin,and calculating the demand of educational resources,such as education funds,full-time teachers and childcare workers,which needed for the development of preschool education in Tianjin after the implementing of the National Two-Child policy.The study found that the “two-child” policy can bring about an increase in the number of pre-school-age population in the short term,but in the long run,the “two-child” policy cannot reverse the trend of the reduction of the school-age population in the future.In addition,the impact of the “two-child” policy on the development of pre-school education will begin to appear in 2019.The size of the preschool education population in Tianjin is expected to reach its peak in 2024-2025.Since then,the age-appropriate population has entered a contraction state.At that time,the demand for educational resources such as degrees,teachers and education funds will also increase with the growth of the age-appropriate population.On this basis,this study puts forward the countermeasures and suggestions for the resource allocation and coordinated development of preschool education in Tianjin after the implementing of the National Two-Child policy: preschool education development should adhere to the overall thinking of planning for the future;pay close attention to the changes in population and establish a population dynamic monitoring system;expand regional educational resources rationally to avoid blind investment and waste of resources;starting from the integrity of the education system,sharing the pressure of running a school;linking education layout with urban planning and improving the level of regional public service support;increase the number of preschool teachers appropriately and improve the overall quality of the teaching staff.
