The teacher evaluation in secondary vocational school is an important part of its teachingand educational activities, with the evaluation of its specialized course teachers as the mostvital one. It is an efficient way for schools to promote teachers’ professional development andimprove teaching quality. Nevertheless, for the traditional teacher evaluation in secondaryvocational school in our country, there is no detailed distinguishment of the evaluation systembetween specialized course teachers and basic course teachers. They take the same criteriaand use the single reward and punishment evaluation method. This has become the bottleneckfor the reform of teaching and education of secondary vocational schools, especially for thedevelopment of education under the new situation. Therefore, the study on evaluation systemof specialized course teachers in secondary vocational school is of great practical significance.This paper takes the actual situation of specialized course teachers’ evaluation insecondary vocational school as the starting point and then conducts an analysis of its existingproblems. With the reference of the advanced evaluation experience and outstandingevaluation theory, domestic and abroad, this paper has a top-level design on evaluation ofspecialized course teachers in secondary vocational school. Through the elaboration ofevaluation object, evaluation body, evaluation index system, evaluation method, evaluationprocess and evaluation safeguard mechanism, it has an exploration of the evaluation systemfor teachers in secondary vocational school that is fitted to its education characteristics.The evaluation object for specialized course teachers in secondary vocational school shallhighlight its role of promoting teachers’ professional development during the process ofsecondary vocational school’s educational development, meet the requirements ofdouble-professionally-titled teachers’ development, definite the competency based evaluationorientation and promote the mutual development of teachers and schools. The specializedcourse teachers in secondary vocational school shall emphasize on self-evaluation and theirsubjectivity shall be outstood. Besides, the pluralism of evaluation body shall be advocated.The evaluation index would be examined from the four aspects as the quality, responsibility,performance, and proficiency of teachers. To have a tracking evaluation during theimplementation process, a reasonable evaluation procedure should be established. Meanwhile,for the sake of the successful implementation of teacher evaluation, a teacher evaluationmechanism should be established, which consists of the School Teaching and LearningCommittee, functional department, supervision department, faculties and students.During the course of the study, based on the review and reflection of the actual situationof specialized course teachers’ evaluation in secondary vocational school. An empirical studyhad been carried out on the following schools as Guangzhou Occupational School of RealEstate and Construction Management, a college in the developed area of country, HenanConstruction Engineering School, which is in a province of large population, and HebeiUrban and Rural Construction School, a outstanding secondary vocational school. It takes thedevelopment demand of specialized course teachers in secondary vocational school as thedirection of evaluation and uses the information obtained from various aspects and multichannel to work as evaluation approach, with promoting teachers’ development as evaluation object. This provides the teachers with a broad space for development. Besides, thisevaluation system for specialized course teachers in secondary vocational school is asafeguard of enhancing school’s teaching and educational quality. The new evaluation systememphasizes on arousing teachers’ enthusiasm and initiative and gives full play to the role ofthe teacher’s subjectivity. It both increases incentives for teachers and takes a consideration ofschool’s sustainable development. This new teacher evaluation is to achieve a two-waydevelopment goals for both individual teacher and the whole school, both a few teachers andall the staff, both actual situation and future development. It will finally achieve a win-winsituation for both teachers’ and school’s development.
