Secondary vocational and technical education is increasingly subject to our government’s attention from the21st century. Improving the quality of teachers is one of the important qualifications in the development of secondary vocational and technical education, and the specialized development of teachers is an effective means to achieve the goal of improving the quality of teachers on specialized courses. It has been an important research topic of secondary vocational and technical teachers that how to accomplish specialized development of teachers on specialized courses. Since the professor of psychology at Harvard University McClelland proposed the theory of competency characteristics, the competence theory has been widely promoted and used in various areas, especially in the enterprise management. The competency theory has not been really applied in the field of specialized development of teacher on specialized courses. The research that learns the successful experience of applying characteristics of competency theory in business and other industries and combined with specialized development of vocational teachers, not only enriches the system of the theory of competency research, but also lay a new path of development for the vocational teachers on specialized courses.The paper starts from the current problems and conflicts existing in specialized development of vocational teachers on specialized courses, analyzing specialized development goals of vocational teachers on specialized courses. Sum up the measures and approaches adopted by secondary vocational schools and vocational teachers on specialized courses. what’s more, summary the advantages and disadvantages of these measures. On this basis, the paper expounded views and ideas of competence characteristics theory about specialized development of vocational teachers on specialized courses. At the last, put forward the application procedure and strategy of applying the competency theory in the specialized development of teachers on specialized courses to provide new methods and suggestions for specialized development of teachers on specialized courses of Secondary vocational school.The paper concludes that to apply competency characteristics theory in teachers on specialized courses of Secondary vocational school need to take a core, a line, and six aspects. The core is the competency model of teachers on specialized courses of Secondary vocational school, The line is the specialized development of teachers on specialized courses of Secondary vocational school, six aspects including teachers on specialized courses of secondary vocational school’recruitment and selection, training, performance management, strategic planning,salary design and incentive mechanism, career planning. The specialized development of teachers on specialized courses of secondary vocational school can be divided into different stages according to the theory of teachers’ specialized development, each stage can establish it’s competency model. All tasks which including teachers on specialized courses of secondary vocational school’ recruitment and selection, training, performance management, strategic planning, salary design and incentive mechanism, career planning are based on these models.and ultimately promote effectively the specialized development of teachers on specialized courses of Secondary vocational school.
