English is the main constituent of foreign language curriculum in our education. Thereare a lot of English textbooks that have different characteristics after the English CurriculumReform and the enacting of the English Curriculum Standard. The writing of the Englishteaching materials directly influence the quality of English teaching. High quality teachingmaterial is not only the assurance of the implementation of classroom teaching, but also theprerequisite of the completion of the teaching mission. Therefore, it is necessary to evaluatethe quality of the English textbooks. This paper evaluated four books from the third to thesixth of Primary English (Hebei Education Edition) as examples.Based on the results of the evaluation of English teaching materials at home and abroad,this study focuses on three issues of the evaluation of the teaching material:1. Can the designof the primary English meet the requests of the Curriculum Standard?2. Can the primaryEnglish meet the actual needs of students?3. What are the advantages and disadvantages ofthe primary English?This research has studied three primary schools in Gaobeidian, Hebei province:Yangmansa, Donghuanlu, and Xingfulu primary school. And they are the representative ofthe primary schools. The research objects are all the teachers in the three primary schools.The tools are questionnaires and interviews. The questionnaire was referred to aquestionnaire designed by Grant and senior middle school English textbook evaluationcriteria, created by He Anping, a professor in South China Normal University. Thequestionnaire mainly includes the overall views of the teaching materials, the views of thelanguage knowledge and language skills in the textbooks, the perceptions of the content of theteaching materials and the views of the design and the teaching resources of the teachingmaterials of the teachers. The interviews involve in the teachers’ views on the level ofsatisfaction with the teaching materials, the scientific, the ideological and cultural, thecognitive development, the practical applicability, the establishment level and the advantagesand disadvantages of the textbooks.In this study, field survey was conducted in early November2013in Gaobeidian, Hebei.The questionnaire surveys and the interviews were carried out in the spare time of the teachers.The questionnaire data were analyzed by the statistical software SPSS17.0for quantitative analysis. The questionnaire data were entered manually.The study shows that the Primary English meets the requirement of the second aims ofthe new standard and the students’ psychological characteristics, and satisfy the actual needsof the teachers and students. However, the teaching materials also have some deficiencies:Some topics repeatedly appear in the textbooks, and some units have more than one topic; thetextbooks don’t have the important holidays in English speaking countries, so the students areshort of basic understanding of this context; the classroom capacity is not reasonable; thereare short of the training of the students’ listening skill; the teaching materials’ difficulty arequite different and the connection are not tightness enough; and so on.
