Lower grades literacy teaching and research based on the foundation of the constructing rules of Chinese characters was put forward in2012-2013training program which is mainly for subject leaders and backbone teachers in Beijing. This paper tries to do some research on established cases gathered by subject leaders and backbone teachers, to show some main problems, to explore the reasons behind the problems, to improve the efficiency of literacy teaching,and ultimately to help to develop students’ability of learning Chinese. This paper is divided into four parts:Introduction Part:the author analyze the origin of this study, and summarize the research object, ascertain the research methods and point out the research meaning. Through the classroom observation of the10section of literacy teaching of backbone teachers in Beijing, the author tries to explore the following questions:First, through macro observation to show the overall situation of lower grades literacy teaching and learning; Second, through the microscopic observation to show the situation of literacy teaching which is based on the foundation of the constructing rules of Chinese characters; Third, to find out the reasons behind the current situation and to propose improvement strategy according to relevant philology, psychology, and pedagogy theory.Chapter One:Based on classroom observations, from the macro and micro perceptive to find the overall situation of literacy teaching and learning in Beijing.macro perceptively, from the pronunciation teaching, shape teaching and meaning teaching to present three key aspects of the overall status of literacy teaching Beijing backbone teachers; micro perceptively, the research focus on literacy teaching itself based on the constructing rules to present its current situation that the teachers lack of awareness of categorization, and the introduction of the constructing rules of Chinese characters has also excellent and bad. The reason of these problems and are respectively explored from three aspects of ideology, knowledge and methods.Chapter Two:the author proposed optimization strategy of literacy teaching in lower grades according to philology, psychology and pedagogy theory. Firstly, according to the pronunciation, shape and meaning teaching in literacy teaching, from macro, the author put forward the macro strategy in three aspects from both form and meaning. Secondly, from intermediate level, the author put forward the strategy that improve the awareness of classification and teach methods rather than knowledge. What’s more, flexible is the policy. From the micro level, the author put forward the strategy that using the same method for the same class of words and the same way for different classes of words based on foundation of the constructing rules of Chinese characters. Thirdly, the author put forward strategy that improved method of teaching and learning. From the view of teaching, the author put forward the strategy that teacher need to study Chinese characters, curriculum standards and students. From the view of learning, the author put forward the strategy that cultivate students’indirect interests and improve their voluntary attention, and that guide students to discover the rules of Chinese characters, cultivate the ability of studying Chinese characters independently, and that make use of positive transfer, promote students’improvement of studying Chinese characters.Chapter Three:Reflections on this article, author put forward some defects and problems of the research and the direction for future effort. For example:this research is based on classroom observation as the main basic, the author did not experience the class, and also there is no personal experience of teaching practice, so the effective strategy still needs to be verified, in addition, how to really make the constructing rules of Chinese characters used for teaching, not for their fetters, also need further research and verification.
