Since1949, China has gradually formed an overall rural society that takes the"club team system" as the carrier and overall urban society that takes the "unitsystem" as the carrier, which is a typical pattern of urban-rural split society. To meetthis requirement, the social management system has also implemented the strategiesof "urban-rural division and conquest" and "one country, two policies”. After themarket transformation since the reform and opening up three decades ago, theurban-rural relationship has undergone profound changes in our country. The overallsociety of urban rural society continues to transform from solidification to mobility,from a close society to an open one, and the boundary between rural and urban areasis gradually transformed from indistinction toward integration. In the process of theintegration of urban and rural areas, the traditional social management has beendifficult to resolve the issues of the “dual structure” between urban and rural areassuch as the urbanization level falling behind to the industrialization, the unevenincome distribution between urban and rural areas, the fixed urban and rural resources,and the allocated optimization. Therefore, we must accelerate social managementinnovation to promote rural economic and social development in the new period.In this paper, the author will take Wenzhou, Zhejiang Province as a case to studythe related mechanisms of social structure and social management. Specifically, it is aproblem of grass-roots social management innovation under the background ofresearching the urban-rural integration. Through in-depth empirical investigation, thispaper believes that in the traditional urban-rural dual structure, defects such as theinstitutional barriers, zoning division, urban-rural separating, and closed villages inWenzhou have great effects on its economic and social development, which is urgentfor the social transformation and governance system reconstruction. In the process ofurban-rural integration, bold social management innovation has emerged in Wenzhou,forming a unique "Wenzhou model", which has laid a good foundation for thesustained and healthy development of the local economy and society.The first chapter is a summary and analysis in the background of socialmanagement innovation in Wenzhou. With a view to the historical changes in thestructure of urban and rural areas in Wenzhou, the social foundation of socialmanagement, and the traditional grass-roots social management structure in Wenzhou,the author retrospects and combs the urban-rural dual structure, social organizationand social security, and the traditional grass-roots social management in Wenzhouarea, especially having deep analysis in the drawbacks of traditional socialmanagement mode in Wenzhou, as well as answers the question of why innovativesocial management will happen in Wenzhou.The second chapter is a sort induction to the initiatives of Wenzhou’s socialmanagement innovation, systemically answered is how the system of socialmanagement innovation has been conducted. Wenzhou social management innovationis mainly manifested in four aspects: First, the pattern of remodeling division, creatingthe overall framework of social management; Second, the consolidation ofcommunity building, the implementation of the new Community Party and community autonomy; Third, the change of its role to promote the construction ofservice-oriented government; Fourth, to strengthen social construction organizations,and accelerate the cultivation of new social organizations. Wenzhou’ s socialmanagement innovation is not only limited to grass-roots communities, but to focuson rationalizing the relationship between government, society, community, and market,to build a system of social management that matches to the urban-rural integration,which has a holistic, systematic and comprehensive sexual characteristics.The third chapter is an estimate to the effectiveness and limits of the initiatives ofWenzhou’ s social management innovation. Through the innovation socialmanagement and the reconstruction of grassroots governance system, Wenzhou hasmade a major breakthrough in terms of aspects such as the concept of socialmanagement, systems, platforms, models and approaches, which has formed a“Wenzhou model” with the features of promoting urban-rural integration. However,there also exist some issues such as the unreasonable divisions design, the communitynot having rationalized the functions of various organizations, government servicefunctions to be further strengthened, the people involved not being enthusiastic, socialorganization and development of new community not being mature enough. Overall,the Wenzhou model has opened up a new path of urban and rural social managementintegration, but there is still some space further to be improved.Chapter IV talks about the value of "Wenzhou model", the popularity of"Wenzhou model" and its implications for China’s social management innovation. Thecomparison with other social management innovation typical pattern shows thatWenzhou’s reform is not only an reconstruction of its grass-root governance model,but also an exploration, innovation and development of China’s urban and rural,community building, management innovation and government transformation, whichhas opened up a new path for the process of urbanization in improving socialmanagement. However, as other social management innovation patterns,"Wenzhoumodel" can not provide a fixed, specific models and universal standard path. In theprocess of the integration of urban and rural areas, how to properly rationalize therelationship between the government, political parties, civil society, and accelerate thetransformation of government functions, strengthen the government’s socialmanagement and public service functions to cultivate a community of independentautonomous ability to form a new social management pattern of “co-operationalgovernance” state and society will be our major task of social managementinnovation.
