Many research methods, including literature studies, comparative studies, case studies, survey and interview research, are used in this paper. The theoretical basis for improving management for both an institute level and its departments level includes new public management theory and organizational structure theory. Improving the two levels of management is the inevitable by-products as adapting to the size outspread of higher vocational education and raising management effect. It is needed in exploring new modes and mechanism of fostering higher vocational talented and promoting specialty construction. It is a necessary process in rebuilding the idea for higher vocational institute and enhancing educational atmosphere of higher vocational education. It is also the inexorable choice for giving fully play to the initiative of the staffs and for optimizing resources. For the moment, there is already some achievement in improving two level of management in higher vocational institute. For example, the organization structure of higher vocational institute is more and more scientific, and has won initial success; the core position of management has changed, and management effect is rising step by step; majors are reconstructed and the departments are developing with enhanced comprehensive strength. But there are still some problems such as lacking of management system, faultiness of bylaws, absence of independence purview, unclear of duty and right, being weaken in executing the rules, the defect of supervision mechanism, Inefficient in using the resource, low utilization and high costs for operation, and so on. The cause of these problems includes the restriction of the old management idea, the shackle of the inhering management pattern, the cost of the practice of system innovation, and the restriction by the quality of administers in higher vocational institute. Therefore, the counter-measures for improving the two management levels in higher vocational institute should include the following steps:changing the management concept; steadily boosting the innovation of the institute-and-department management system; redefining the authority of the institute and its departments so that to straightening the relationship between the power of administration and learning; building and consummating the two teaching and financial management system in both the institute level and the department level; and setting up a practical security mechanism for manage system on both levels.
