According to Schults’s theory of humancapital, human resource is the key factor to promote the economic growth. In thispaper, the construction of high-level talent team in Zhuzhou as the research object,with the development of human capital, human resource management and thegovernment macro management theory as the instruction, by drawing on the coreideas about the construction of high-level talent team in home and abroad at home andabroad and its related practical results, and strive in theory, in practice on theconstruction of high-level talent of team discussion, also actively use variouschannels to collect information, and enterprises, institutions in Zhuzhou city wereinvestigated, collected first-hand information and comprehensive analysis. Firstly,high level talent team construction related concept and theory analysis, on this basis,the main strategy and research results of the developed countries, the national leveland the domestic competition of regional high level talent team construction work.Secondly, this paper analyzes the current situation of Zhuzhou high level talent teamconstruction and the existence question, pointed out the development of Zhuzhou highlevel talent team of scientific and effective strategy of construction, the necessity andurgency of strengthening team construction. Again, in contrast to the developed countries the United States, Germany, Japan, India and neighboring countries, Beijing,Jiangsu, the construction of high-level talent team in the successful experience of thedeveloped areas and makes a comprehensive analysis.
