After the Party’s Seventeenth National Congress,Changsha-Zhuzhou-Xiangtan areas was determined to be the experimental district for developing the “Two-oriented society”, in order to develop the economy based on the environmental bearing capacity and followed the laws of nature, and finally to realize the harmony between human and nature. Meanwhile, through utilizing the resources scientifically and appropriately, the development of the central city and its surrounded cities could be planned as a whole, with a equal public service and a consistent dual structure in urban and rural economy, and finally to realize the harmony among people. In the process of developing the “Two-oriented society”, they were inevitable to be a trinity, gathering and sharing each resources, in which the higher education information resources is imperative. Since sixty percent college in Changsha-Zhuzhou-Xiangtan areas, to optimize the higher education’s informatization is the nodus and essentiality of co-construct and share the higher educational information resources in Hunan province, and it would be a big break-through in sharing the higher educational resource.In recent years, the concept of co-constructing and sharing the higher educational information resources has drown the attention of the academic field and government functional departments. And there were a series of achievement for developing it, mainly for basic document information content, the multi-media & long-distance educational information resources and scientific research information resources. Meanwhile, there were some obstacles conditions the development of the co-construction and sharing, such as on the overall development of the higher educational information resources, on the building of inter-school information network and on its own objects and the subjects in construction and sharing of the higher educational information resources. To solve these problem, there are three main aspects must be focus on, including a good top design of the co-construction and sharing of the higher educational information resources, a operational mechanism of the co-construction and sharing of the higher educational information resources, the resources centre in different level and more and better platform for sharing.The innovation in this thesis mainly lies in the angle of the paper, which combined the study of the construction and sharing of the higher educational information resource with the reality of a certain area--Changsha-Zhuzhou-Xiangtan. This is rather rare in the present academic research results. Meanwhile, its materials that those data and example were first hand and collected through field investigation, network research and interview. So, the problem which discussed in this paper would be more original and typical. Moreover, it’s just a stat-up in academic field to research the co-construction and sharing of the regional educational information resources, there would be more types of region to further research, and the co-construction, and sharing of the regional higher educational information resources would be the imperative and inevitable issues to focus on.
