A top-ranking university needs the top-ranking teachers.As an important force of colleges and universities,high-level talents are the key factor to enhance the competitiveness of universities in Liaoning province in the future.The construction of high-level talents of university is not only an important part of improving the quality of talents training and the level of running a school,but also an important starting point for realizing the strategy of "strengthening the university with talents" and "strengthening the province with talents" in Liaoning province.Based on the literature method and interview method,this study analyzes the content of the policy for the construction of high-level talents in colleges and universities issued by Liaoning province.It is found that the policy text needs to be improved in the establishment of construction objectives and principles,the scope of construction subjects and the improvement of construction contents,and puts forward corresponding suggestions.This study mainly includes the following contents.Firstly,through sorting out and analyzing relevant research literature,this paper defines the related concepts and establishes the research scope from the aspects of construction objectives,construction principles,construction subjects and construction contents.At the same time,the content analysis theory of specialized education policy,human capital theory,human resource management theory of public sector and team building theory are used for reference.Secondly,through analysis and sorting out the policy text content,the analysis standard of the policy content is constructed from the established research scope,and the relevant policy experience at home and abroad is used for theoretical and factual demonstration.Then,based on the established analysis criteria,the relevant policy content is deeply analyzed.The main deficiencies are: first,the construction objectives are not clear enough,do not reflect the needs of future development and lack of assessability.Second,the construction principle should pay more attention to the principle of "party supervision of talent" and "people-oriented" principle,and further highlight the focus of team construction.Third,the scope of construction subject needs to be expanded,the responsibilities need to be improved and the internal construction departments of colleges and universities need to be defined.Fourthly,the team system and team culture need to be improved and perfected,and the team building strategies should be further strengthened and feasible.Finally,according to the shortcomings found,put forward the corresponding improvement suggestions.First,the construction objectives should be clearly defined from the aspects of basing on the functions of universities,doing a good job in demand investigation and quantifying content indicators.Second,implement the principle of "party supervision of talents" and "people-oriented",and focus on the cultivation,introduction,incentive and flow of talents in the construction principle.Third,focus on expanding the scope of construction subjects and clarifying their responsibilities,build a perfect team building system,and improve the effectiveness of construction.Fourth,pay attention to improve the team system and team culture,and form more targeted supporting measures,improve the construction content.
